Abstract

Suroboyo Bus telah diresmikan oleh pemerintah Kota Surabaya pada bulan April 2018 dan saat ini Suroboyo Bus dikelola oleh pemerintah Kota Surabaya dengan menggunakan 26 unit kendaraan bus berukuran maxi berlantai rendah dan 2 unit kendaraan bus double-decker. Dari berdirinya Suroboyo Bus hingga saat ini terdapat beberapa risiko operasional sehingga perlu dilakukan perencanaan manajemen risiko yang efisien. Mekanisme perencanaan manajemen risiko yang digunakan yaitu Failure Mode and Effect Analysis (FMEA) dengan harapan dapat mengidentifikasikan risiko yang melekat pada proses bisnis operasional suroboyo bus. Hasil penelitian menunjukkan bahwa minat masyarakat menggunakan layanan transportasi umum khususnya Suroboyo Bus sangat sedikit. Hal tersebut dikarenakan jumlah armada yang tidak cukup untuk mengakomodir penumpang menyebabkan waktu tunggu yang terlalu lama dan masyarakat tidak mendapat layanan transportasi umum. Terlihat dari hasil survey bahwa sebesar 35% masyarakat menginginkan untuk penambahan rute dan sebesar 25% masyarakat untuk penambahan armada. Dari hasil identifikasi risiko didapatkan 18 penyebab terjadinya risiko operasional tertinggi diantaranya Ketidakhadiran driver, Kerusakan atau gangguan ringan pada ban, Kerusakan atau gangguan berat fasilitas di dalam bus (kursi, kaca, alat keselamatan, monitor, audio, dll), Kerusakan atau gangguan ringan fasilitas di dalam bus (kursi, kaca, alat keselamatan, monitor, audio, dll), Timbulnya kemacetan lalu lintas di sekitar halte, Tidak adanya pengecekan botol plastic, Kerusakkan atau ketidak lengkapan spare part bus yang terlewat dari proses pengecekkan, Ketidak hadiran helper di titik kumpul Penumpang celaka saat akan menuju halte, Kecelakaan bus (bus menabrak atau ditabrak kendaraan atau objek lain), Kerusakan atau gangguan berat pada mesin, Kerusakan atau gangguan berat pada ban, Struk tidak tercetak (habis), Struk tidak tervalidasi, Struk hilang, Persneling tidak dalam kondisi P saat parkir di Pool, Tidak adanya proses pengecekkan sparepart bus, kecelakaan petugas kebersihan, sehingga di perlukan SOP, regulasi, dan kebijakan anggaran.

ABSTRACT
Suroboyo Bus was inaugurated by the Surabaya City Government in April 2018 and currently Suroboyo Bus is managed by the Surabaya City Government using 26 low-floor maxi-sized buses and 2 double-decker buses. Since the establishment of Suroboyo Bus until now, there have been several operational risks so that efficient risk management planning is needed. The risk management planning mechanism used is Failure Mode and Effect Analysis (FMEA) with the hope of identifying the risks inherent in the operational business process of Suroboyo Bus. The results of the study showed that public interest in using public transportation services, especially Suroboyo Bus, is very low. This is because the number of fleets is not enough to accommodate passengers, causing waiting times to be too long and the public does not get public transportation services. It can be seen from the survey results that 35% of the public want to add routes and 25% of the public want to add fleets. From the risk identification results, 18 causes of the highest operational risks were obtained, including Driver absence, Minor damage or disruption to tires, Major damage or disruption to bus facilities (seats, glass, safety equipment, monitors, audio, etc.), Minor damage or disruption to bus facilities ( seats, glass, safety equipment, monitors, audio, etc.), Traffic congestion around bus stops, No plastic bottle checks, Damage or incomplete bus spare parts that were missed from the checking process, Absence of helpers at the passenger gathering point on the way to the bus stop, Bus accidents (buses hit or are hit by other vehicles or objects), Major damage or disruption to engines, Major damage or disruption to tires, Unprinted receipts (out of stock), Unvalidated receipts, Lost receipts, Gears not in P position when parking at the Pool, No bus spare part checking process, accidents by cleaning staff, so SOPs, regulations, and budget policies are needed.
