Abstract

Peningkatan pertumbuhan penduduk menyebabkan konversi lahan menjadi lahan terbangun. Hal ini menyebabkan terhambatkan penyerapan air hujan secara alami ke dalam tanah. Air Hujan menjadi aliran air permukaan menuju saluran drainase dan berpotensi menyebabkan banjir jika saluran tidak dapat menampung kelebihan debit air. Banjir telah menjadi masalah yang berulang di Kota Semarang terutama pada musim hujan, sementara kekeringan terjadi pada musim kemarau. Untuk mengatasi tantangan tersebut, penelitian ini bertujuan untuk mengidentifikasi lokasi sarana tampungan air yang bermekanisme untuk menangkap air limpasan permukaan selama musim hujan untuk digunakan pada musim kemarau dengan mempertimbangkan perubahan tutupan lahan dan kondisi genangan. Teknik penginderaan jauh digunakan untuk mengidentifikasi tutupan lahan dan kemudian di-overlay untuk melihat perubahan tutupan lahan. Data utupan lahan, DEM, dan curah hujan diaplikasikan menggunakan SCS-CN pada software HEC-RAS guna melihat kondisi genangan. Variabel penentuan lokasi tampungan ditentukan menggunakan Delphi yang kemudian faktor tersebut dibobotkan menggunakan AHP. Bobot faktor tersebut digunakan sebagai bobot dalam Weighted Overlay dan Fuzzy Overlay untuk mentnukan lokasi potensial sarana tampungan. Hasil penelitian menunjukkan bahwa selama 20 tahun terakhir, Kota Semarang telah mengalami perubahan tutupan lahan yang cukup signifikan dan menyebabkan peningkatan luas dan kedalaman genangan. Lokasi potensial fasilitas pemanenan air di Kota Semarang berdasarkan metode wighted dan metode fuzzy menghasilkan pola yang berbeda. Hasil overlay kedua metode tersebut dengan kondisi genangan menghasilkan delapan lokasi potensial yang dapaat menjadi pertimbangan untuk pembangunan fasilitas penampungan air limpasan permukaan di Kota Semarang.

Due to increasing population growth, land is being converted into built-up land, which hampers the natural seepage of rainwater into the soil. Instead, the water flows into drainage channels and potentially causing flooding if the channels cannot handle the excess water. Flooding has become a recurring issue in Semarang City particularly during the rainy season, while droughts occur in the dry season. To address these challenges, the study proposes a water harvesting mechanism to capture surface water runoff during the rainy season for use during the dry season with considering lands cover change and inundation conditions. Remote sensing techniques were used to identify land cover and then overlaid to see changes in land cover. Land cover, DEM, and rainfall data were applied using SCS-CN in HEC-RAS software to assess inundation conditions. Location variables were determined using Delphi and then the factors were weighted using AHP. Those were used as weights in Weighted Overlay and Fuzzy Overlay to determine potential locations for storage facilities. The research shows that over the last 20 years, Semarang City has experienced significant land cover change and has led to an increase in the extent and depth of inundation. The potential locations of water harvesting facilities in Semarang City based on the weighted method the fuzzy method produce different pattern. The results of overlaying the two methods with inundation conditions showed eight potential locations that can be considered for the construction of surface runoff water harvesting facilities in Semarang City.
