Abstract
Bendungan Leuwikeris merupakan bendungan yang dibangun di Daerah Aliran Sungai Citanduy yang terletak di antara Kabupaten Ciamis dan Kabupaten Tasikmalaya. Bendungan Leuwikeris memiliki tampungan Muka Air Normal sebesar 70,79 juta m³ yang memiliki risiko terhadap keruntuhan. Keruntuhan Bendungan Leuwikeris dianalisis berdasarkan kegagalan akibat overtopping dan piping. Dengan debit banjir rancangan periode ulang 1000 tahun sebesar 1153,0557 m³/detik Bendungan Leuwikeris tidak mengalami overtopping. Namun, dengan periode ulang PMF (Probable Maximum Flood) menghasilkan debit banjir sebesar 4680,7952 m³/detik Bendungan mengalami overtopping pada elevasi +160,351. Pada perhitungan angka keamanan piping bendungan mengalami potensi piping dan air keluar pada elevasi +80,00 meter. Analisis keruntuhan Bendungan Leuwikeris menggunakan aplikasi HEC-RAS 6.3.1 dengan skenario overtopping menghasilkan luas genangan 189.2581 km². Berdasarkan klasifikasi ancaman banjir pasca keruntuhan Bendungan Leuwikeris, terdapat area dengan luas 32.0773 km² dengan kedalaman genangan banjir kurang dari 0,76 m, terdapat area seluas 23.5480 km² dengan kedalaman genangan banjir 0,76 - 1,5 m dan luas genangan 133.6328 km² dengan kedalaman lebih dari 1,5 meter. Kerentanan sosial penduduk yang berpotensi terdampak akibat keruntuhan bendungan adalah Kabupaten Ciamis, Kabupaten Pangandaran, Kabupaten Cilacap, dan Kota Banjar memiliki nilai angka kerentanan maksimal sebesar 0.992. Berdasarkan ancaman dan kerentanannya, Bendungan Leuwikeris memiliki risiko tinggi terhadap keruntuhan. Hasil analisis jiwa terdampak akibat keruntuhan Bendungan Leuwikeris dengan pendekatan InaSAFE, terdapat 122 ribu orang terdampak. Dengan terjadinya keruntuhan akibat Bendungan Leuwikeris mengalami potensi kerugian sebesar Rp. 686,457,461,838.92 untuk lahan fungsional irigasi.

Leuwikeris Dam is a dam built on the Citanduy River Basin, located between Ciamis Regency and Tasikmalaya Regency. The Leuwikeris Dam has a Normal Water Level storage capacity of 70.79 million m³ and poses a risk of failure. The failure of the Leuwikeris Dam has been analyzed based on potential overtopping and piping failures. With a 1000-year return period flood discharge of 1153.0557 m³/s, the Leuwikeris Dam does not experience overtopping. However, with a Probable Maximum Flood (PMF) return period resulting in a flood discharge of 4680.7952 m³/s, the dam experiences overtopping at an elevation of +160.351 meters. In the piping safety factor calculations, the dam has potential for piping and water seepage at an elevation of +80.00 meters. The failure analysis of the Leuwikeris Dam using the HEC-RAS 6.3.1 application with an overtopping scenario results in an inundation area of 189.2581 km². Based on the flood hazard classification after the failure of the Leuwikeris Dam, there is an area of 32.0773 km² with a flood inundation depth of less than 0.76 meters, an area of 23.5480 km² with a flood inundation depth of 0.76 - 1.5 meters, and an inundation area of 133.6328 km² with a depth greater than 1.5 meters. The social vulnerability of the population potentially affected by the dam failure includes Ciamis Regency, Pangandaran Regency, Cilacap Regency, and Banjar City, with a maximum vulnerability index of 0.992. Based on the threat and vulnerability, the Leuwikeris Dam has a high risk of failure. The impact analysis using the InaSAFE approach indicates that 122 thousand people would be affected by the dam failure. The potential economic loss due to the failure of the Leuwikeris Dam for functional irrigation land is estimated at IDR 686,457,461,838.92.
