Abstract

Kabupaten Konawe Kepulauan sangat bergantung pada Kota Kendari sebagai ibu kota Provinsi Sulawesi Tenggara. Kapal feri bersama dengan kapal rakyat menjadi sarana transportasi utama bagi penduduk setempat. Namun, selama cuaca buruk, hanya feri lah yang beroperasi. Selain kendaraan, kapal feri juga mengangkut muatan lepas yang dibawa oleh penumpang. Muatan tersebut ditempatkan di geladak kendaraan dan melanggar aturan pemuatan sesuai Undang Undang No. 17 Tahun 2008 yang melarang pengangkutan muatan lepas di kapal feri. Penelitian ini bertujuan untuk menginvestigasi cara pemuatan yang ada dan merumuskan cara mengatasi masalah pemuatan di atas kapal feri. KMP Bahteramas yang melayani rute Langara Kendari, dipilih sebagai obyek penelitian. Metode yang dipakai adalah metode Persona User dan Empathy Map dari konsep Design Thinking. Hasil penelitian menunjukkan bahwa barang lepas di atas kapal feri berdampak negatif terhadap keselamatan pelayaran, jadwal keberangkatan kapal, keamanan dan kualitas muatan, kenyamanan penumpang, menimbulkan kerugian bagi PT ASDP serta ketidakpastian tarif yang ditetapkan oleh buruh ilegal. Volume barang lepas diperkirakan akan semakin meningkat yang akan memperbesar dampak negatif tersebut. Peranan kapal rakyat semakin menurun akibat kehilangan potensi muatan. Rak sederhana pada kapal feri, diharapkan menjadi solusi jangka pengeladak terbaik sedangkan EMKL Perintis dan solusi telematika dapat menjadi jangka menengah dan panjang. = Konawe Kepulauan Regency heavily relies on Kendari City, the capital of Southeast Sulawesi Province. Ferry boat along with local boats, serves as the main mode of transportation for the residents. However, during bad weather, only the ferry boat operates. Besides carrying vehicles, this ferry also transports loose cargo brought by passengers. This cargo is placed on the vehicle deck, violating the regulations of Law No. 17 of 2008, which prohibits the transportation of loose cargo on ferries. This study aims to investigate the existing loading methods and formulate solutions to overcome loading issues on the ferry boat. KMP Bahteramas serving the Langara Kendari route was selected as the research object. The methods used are the Persona User and Empathy Map from the Design Thinking concept. The study found that loose cargo on ferries negatively affects maritime safety, ship departure schedules, cargo security and quality, passenger comfort, causes losses for PT ASDP, and results in fare uncertainties set by illegal labor. The volume of loose cargo is expected to increase, exacerbating these negative impacts. The role of local boats is decreasing due to the loss of cargo potential. Simple racks on ferries are hoped to be the best short term solution, while EMKL Pioneer and telematics solutions could serve as medium and long term solutions.
