Abstract

Fire Risk Assessment merupakan sebuah Langkah untuk mengetahui tingkat terjadinya risiko kebakaran. peneliaian ini tidak lepas dari menjunjung tinggi kesalamatan bagi manusia. Pertamina RU VI Balongan merupakan salah satu kilang yang dapat memproduksi LPG yang didistribusikan ke beberapa wilayah di Indonesia, pada RU VI Balongan terdapat Plant LPG dari produksi, penyimpanan, dan distirbusi. Sehingga membentuk sistem yang kompleks. Dalam melakukan fire risk assessment pada penelitian ini, perlu diawali dengan mengidentifikasi bahaya, dengan menggunakan metode Hazard and Operability BS IEC 61882 : 2001. setelah mealkukan identifikasi bahaya, Langkah selanjutnya ialah mengetahui frekuensi terjadi risiko, dengan menggunakan metode Fault Tree Analysis dan Event Tree Analysis. setelah mendapatkan nilai frekuensi dapat dilakukan Analisis konsekuensi dengan Fire Modelling menggunakan software dengan tujuan mengetahui tingkat ancaman terhadap manusia, dan melakukan penilaiaan menggunakan metode Dow’s Fire and Explosion Index untuk mengetahui nilai kerugian dan hari kerja yang hilang. selanjutnya Langkah terakhir mengetahui tingkatan konsekuensi menggunakan F-N Curve dan Risk Matrix. Hasil Analisis Frekuensi yang didapat bahwa frekuensi terbesar pada node 1 sebesar, 8,791E-2 dengan skenario 1-3 mm, sedangkan frekuensi terkecil pada node 6 sebesar 8,412E-7 pada skenario 150++ mm. Sementara hasil Analisis Konsekuensi terdapat kematian paling banyak tujuh orang pada node 4,5, dan 6. Sedangkan level representasi risiko sistem pada keseluruhan skenario berada pada level ALARP (as low as reasonable practibale) dan Acceptable. Sedangkan pada nilai Safety Integrity Level (SIL) didapatkan level SIL berada pada level SIL 1. Sementara pada penilaian konsekuensi Dow’s Fire and Explosion Index terdapat kerugian yang dialami oleh perusahaan sebesar Rp. 1.878.336.831.605 akibat kebakaran, dengan tidak beroprasinya plant selama 12-13 hari dengan kerugian Rp. 23.818.865.070.

Fire Risk Assessment is a step to determine the level of fire risk. This assessment cannot be separated from upholding safety for humans. Pertamina RU VI Balongan is one of the refineries that can produce LPG which is distributed to several regions in Indonesia, at RU VI Balongan there is an LPG Plant from production, storage and distribution. So that it forms a complex system. In conducting a fire risk assessment in this study, it is necessary to start by identifying hazards, using the Hazard and Operability BS IEC 61882 : 2001. After identifying the hazards, the next step is to determine the frequency of risk occurrence, using the Fault Tree Analysis and Event Tree Analysis methods. after obtaining the frequency value, a consequence analysis can be carried out with Fire Modeling using software modelling to knowing the level of threat to humans, and assessing using the Dow's Fire and Explosion Index method to determine the financial losses and lost work days. Then the last step is to know the level of consequences using the F-N Curve and Risk Matrix. The results of the Frequency Analysis obtained that the largest frequency at node 1 was 8.791E-2 with a 1-3 mm scenario, while the smallest frequency at node 6 was 8.412E-7 in the 150++ mm scenario. While the results of the Consequence Analysis have the most deaths of seven people at nodes 4, 5, and 6. While the level of representation of system risk in all scenarios is at the ALARP (as low as reasonable practicable) and Acceptable levels. While at the Safety Integrity Level (SIL) value, the SIL level is obtained at the SIL 1 level. While in the consequence assessment of the Dow's Fire and Explosion Index, there were losses experienced by the company of Rp. 1,878,336,831,605 due to fire, with the plant not operating for 12-13 days with a loss of Rp. 23,818,865,070.
