Abstract

Produk makanan dingin atau beku merupakan segmen yang memiliki perkembangan cukup pesat dalam pasar pelayaran. Berdasarkan data semua jenis barang yang keluar dari pelabuhan muat di Provinsi Bali, diketahui bahwa selama tahun 2018 hingga 2022, komoditas ikan, krustasea, dan moluska tercatat sebagai komoditas dengan nilai ekspor tertinggi. Nilai ekspor komoditas tersebut pada tahun 2022 mencapai US$ 147,97 juta, meningkat 8,5% dari tahun 2021 yang tercatat sebesar US$ 136,42 juta. Akan tetapi, sektor pangan merupakan salah satu penyumbang isu keberlanjutan dalam rantai logistik perdagangan akibat tingginya jumlah produk yang rusak selama proses logistik berjalan. Keberadaan pasokan energi yang konstan selama proses rantai logistik sangat diperlukan untuk mengondisikan produk. Dari aspek-aspek tersebut, menjadi semakin relevan untuk mengatasi permasalahan yang timbul dari rantai logistik produk tuna ini dan manajemen risiko menjadi isu krusial yang sebaiknya diteliti secara lebih rinci. Oleh karena itu, penelitian ini membahas mengenai proses rantai logistik dingin produk ikan tuna di Bali yang kemudian dilanjutkan dengan penilaian risiko cargo loss dalam rantai logistiknya. Proses penilaian dimulai dengan mengidentifikasi bahaya menggunakan metode Failure Mode and Effect Analysis (FMEA), diikuti analisis konsekuensi, frekuensi, dan deteksi kejadian bahaya dari proses rantai logistik. Selanjutnya dilakukan validasi nilai Risk Priority Number (RPN) hasil dari FMEA menggunakan metode Grey Relational Analysis (GRA) dan Fuzzy Inference System. terdapat 6 faktor kegagalan pemicu cargo loss yang berada pada area high dan medium priority, hal ini menunjukkan bahwa diperlukannya mitigasi untuk melakukan penanganan untuk meminimalisir risiko yang telah ada. Dari total 6 faktor yang berada di area high priority dan medium priority, 5 faktor merupakan faktor risiko kegagalan dengan nilai RPN terbesar yaitu faktor A2, C3, D3, E5, dan F2. Namun satu faktor, yaitu faktor D2 merupakan dehidrasi pada ikan akibat pembiaran ikan terkena sinar terik matahari yang mana pada risiko tersebut memiliki sebab yang sama dengan faktor risiko cargo loss D3. dalam pemilihan manajemen risiko terbaik, usulan mitigasi sertifikasi direkomendasikan dengan pengurangan risiko sebesar 66%. Implementasi mitigasi ini akan menurunkan 4 mode kegagalan pendinginan yang tidak baik akibat es yang meleleh dan penumpukan yang tidak merata serta kerusakan ikan tuna akibat suhu ambien dan paparan sinar terik matahari dari kategori high priority menjadi medium priority dan medium priority menjadi low priority.

Chilled or frozen food products are a rapidly growing segment in the shipping market. Based on data on all types of goods leaving the port of loading in Bali Province, it is known that from 2018 to 2022, fish, crustaceans and molluscs commodities were recorded as commodities with the highest export value. The export value of these commodities in 2022 reached US$ 147.97 million, an increase of 8.5% from 2021 which was recorded at US$ 136.42 million. However, the food sector is one of the contributors to sustainability issues in the trade logistics chain due to the high number of damaged products during the logistics process. A constant supply of energy during the logistics chain process is needed to condition the products. From these aspects, it becomes increasingly relevant to address the problems arising from the logistics chain of tuna products and risk management becomes a crucial issue that should be studied in more detail. Therefore, this research discusses the process of cold logistics chain of tuna products in Bali which is then continued with the risk assessment of cargo loss in the logistics chain. The assessment process begins with identifying hazards using the Failure Mode and Effect Analysis (FMEA) method, followed by an analysis of the consequences, frequency, and detection of hazard events from the logistics chain process. Furthermore, the Risk Priority Number (RPN) value from FMEA is validated using the Grey Relational Analysis (GRA) and Fuzzy Inference System methods. There are 6 failure factors that trigger cargo loss that are in the high and medium priority areas, indicating that mitigation is needed to take care of minimizing existing risks. Of the total 6 factors in the high priority and medium priority areas, 5 factors are failure risk factors with the largest RPN values, namely factors A2, C3, D3, E5, and F2. However, one factor, namely factor D2, is dehydration of fish due to leaving the fish exposed to the sun, which has the same cause as the risk factor of cargo loss D3. In the selection of the best risk management, the certification mitigation proposal is recommended with a risk reduction of 66%. The implementation of this mitigation will reduce 4 failure modes of poor cooling due to melted ice and uneven stacking as well as damage to tuna due to ambient temperature and sun exposure from high priority category to medium priority and medium priority to low priority.
