Abstract

Proyek pembangunan pembangkit tenaga listrik merupakan proyek strategis nasional yang dalam pelaksanaannya sering terjadi perselisihan antara pihak pelaku proyek. Secara umum diperlukan management dispute untuk dapat melakukan penguraian dan penyelesaian perselisihan tersebut. Sehingga perlu adanya penelitian untuk mengetahui faktor dan dampak dalam proses penanganan perselisihan pembangunan proyek. Penelitian ini dilakukan dengan menggunakan metode SEM-PLS dengan mengambil sampel sebanyak 50 responden proyek pembangkit tenaga listrik dan terdiri dari 50% Owner, 30% kontraktor dan 20% konsultan pengawas. Hasil uji analisa data didapatkan bahwa proses penangaan perselisihan akan berpengaruh signifikan dan berdampak positif terhadap kinerja proyek. Hal tersebut dipengaruhi oleh beberapa faktor yakni kontrak dengan indirect effect (0.177), yaitu kontrak yang mendefinisikan cara penyelesaian perselisihan, faktor komunikasi (0.241) memiliki pengaruh dominan dalam komunikasi dengan sistematika yang baik dan disertai keterampilan negosiasi akan mempengaruhi dispute resolution. Pengaruh penanganan perselisihan terhadap kinerja proyek memiliki nilai R-Square 0.289 sehingga dispute resolution akan berpengaruh secara signifikan terhadap kinerja proyek tetapi bukan merupakan faktor utama yang mempengaruhi, dan terdapat 71% variable lain yang akan mempengaruhi kinerja proyek. Dalam penanganan perselisihan perlu adanya komunikasi yang baik ditunjang dengan kemampuan negosiasi serta didukung dengan dokumen kontrak yang telah termuat metode penanganan perselisihan.

The power plant development project is a national strategic project, in the implementation of power plant construction there are often disputes between project actors. So there is a need for research to determine the factors and impacts in the dispute handling process on project performance. This research was conducted using the SEM-PLS method, where the respondents taken were 50 respondents who had a role in the power plant project and consisted of 50% Owner, 30% contractor and 20% supervisory consultant. From the test results of data analysis using Sem-PLS, it was found that the dispute resolution process will have a significant effect on project performance, where the Dispute resolution process that will be carried out will have a significant and positive effect on project performance, where in dispute resolution this is influenced by contracts with indirect effect (0.177), where a contract that has defined a dispute resolution method will have a positive effect on dispute resolution, and the communication factor has the most dominant influence on project performance (0.241) where communication that is carried out in a systematic manner and supported by good negotiation skills will affect dispute resolution. The effect of dispute resolution on project performance has an R-Square value of 0.289 so that dispute resolution will have a significant effect on project performance but is not the main influencing factor, and there are 71% of other variables that will affect project performance.
