Abstract
Pada tanggal 14 Agustus 2023, Pelabuhan Perikanan Jongor di Tegal mengalami kebakaran besar yang menghancurkan 63 kapal nelayan. Api baru berhasil dipadamkan sepenuhnya pada tanggal 18 Agustus 2023 dengan bantuan Badan Nasional Penanggulangan Bencana (BNPB). Penelitian ini menggunakan Root Cause Analysis untuk menyelidiki akar penyebab insiden dan Metode Delphi untuk memberikan rekomendasi yang tepat mengenai pemadaman kebakaran. Observasi langsung di pelabuhan dilakukan untuk menilai kondisi fisik, aktivitas, dan sistem pemadam kebakaran. Wawancara dengan para pemangku kepentingan memberikan wawasan tentang upaya pemadaman kebakaran sebelumnya, yang kemudian menginformasikan kuesioner Delphi untuk mengidentifikasi penyebab utama. Temuan ini akan digunakan untuk mengembangkan rencana darurat kebakaran yang mengikuti standar NFPA, dengan tujuan memperbaiki kegagalan masa lalu dan mencegah kerugian di masa depan. Kebakaran tersebut mengungkapkan kekurangan kritis dalam fasilitas pemadam kebakaran dan protokol respons darurat di Pelabuhan Jongor, yang diperparah oleh kendala anggaran dan infrastruktur yang tidak memadai. Penilaian risiko kebakaran di Pelabuhan Perikanan Jongor mengidentifikasi aktivitas perbaikan sebagai risiko tertinggi karena frekuensinya yang sering dan kerugian material yang signifikan. Korsleting di ruang mesin dan percikan api dari rokok juga menimbulkan risiko substansial meskipun jarang terjadi. Rencana Keselamatan Kebakaran mengintegrasikan standar NFPA untuk memastikan peralatan dan protokol pemadaman kebakaran yang memadai. Rencana Tanggap Darurat menekankan upaya terkoordinasi antar pemangku kepentingan untuk pemadaman kebakaran yang cepat dan efektif. Biaya pelaksanaan untuk meningkatkan kemampuan darurat kebakaran berjumlah IDR 2,282,031,500.00, yang menghasilkan pengurangan risiko signifikan dan peningkatan langkah-langkah keselamatan di pelabuhan

The fishing port of Jongor in Tegal experienced a major fire on August 14, 2023, destroying 63 fishing boats. The blaze was fully extinguished by August 18, 2023, with help from Indonesia's National Disaster Management Agency. This research uses Root Cause Analysis to investigate the incident's root causes and the Delphi Method to provide purposed recommendation of fire suppression. It includes direct observations at the port to assess physical conditions, activities, and fire suppression systems. Stakeholder interviews provide insights into past firefighting efforts and inform the Delphi questionnaire to identify key causes. The findings will guide the development of a fire emergency plan following NFPA standards, aimed at addressing past failures and preventing future losses. The fire exposed critical deficiencies in firefighting facilities and emergency response protocols at Jongor Port, exacerbated by budget constraints and inadequate infrastructure. The fire risk assessment identifies repair activities as the highest risk due to their frequency and significant material losses. Short circuits in engine rooms and sparks from cigarette smoking also pose substantial risks despite being less frequent. The Fire Safety Plan integrates NFPA standards to ensure adequate fire suppression equipment and protocols, while the Emergency Response Plan emphasizes coordinated efforts among stakeholders for rapid and effective firefighting.
