Abstract

Berdasarkan data International Energy Agency (IEA), diketahui sektor transportasi berada pada urutan kedua dalam daftar kontributor utama sumber emisi gas rumah kaca global (GHG) dengan 20% dari total konsumsi energi fosil berupa minyak bumi. Untuk mengatasi permasalahan tersebut perlu langkah konkret, salah satunya dengan beralih menggunakan kendaraan listrik. Saat ini para akademisi (khususnya pada sektor transportasi laut), mulai melakukan pengembangan terhadap komponen kapal yang dapat ditransisikan menggunakan baterai dan infrastruktur pendukung berupa charging station. Pentingnya infrastruktur disini tidak hanya terbatas pada aspek teknis, tetapi juga aspek ekonomi. Sehingga pada penelitan kali ini akan berfokus terhadap kajian teknis dan ekonomis terhadap skema charging station untuk e-propulsion small boat (13 HP) pada kawasan Jawa Timur. Penentuan skema charging station dilakukan menggunakan metode Analytic Hierarchy Process (AHP) dan para nelayan pada kawasan tersebut akan menjadi expert judgement. Berdasarkan hasil pembobotan metode tersebut, didapatkan bahwa skema Stasiun Penukaran Baterai Kendaraan Listrik Umum (SPBKLU) terpilih lebih unggul sebesar 57,7% dibandingkan Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) sebesar 42,5%. Pada skema tersebut nantinya para nelayan tidak perlu membeli baterai, melainkan hanya menyewa kepada pihak penyedia SPBKLU dengan biaya sewa baterai setiap bulannya sebesar Rp 300.000,- dan biaya fasilitas swap station per satu baterai sebesar Rp 30.000,-. Berdasarkan hasil kajian kelayakan ekonomis selama kurun waktu 10 tahun, didapatkan bahwa skema bisnis tersebut dikatakan cukup layak untuk dijalankan karena telah memenuhi kriteria NPV dengan menghasilkan nilai sebesar Rp 2,4 Milyar; kriteria IRR dengan menghasilkan nilai sebesar 9%; kriteria BCR dengan menghasilkan nilai sebesar 0,57; dan kriteria Payback period terjadi pada tahun ke-7 yakni pada tahun 2031.

Based on data from the International Energy Agency (IEA), it is known that the transportation sector is second in the list of major contributors to global greenhouse gas (GHG) emissions sources, with 20% of total fossil energy consumption in the form of petroleum. To overcome these problems, concrete steps are needed which is by switch to using electric vehicles. Currently, academics (especially in the marine transportation sector) are starting to develop ship components that can be transitioned using batteries and supporting infrastructure in the form of charging stations. The importance of infrastructure is not only about technical aspects, but also economic aspects. So, this research will focus on technical and economic studies of the charging station scheme for e-propulsion small boats (13 HP) in the East Java region. The determination of the charging station scheme is carried out using the Analytic Hierarchy Process (AHP) method, and the fishermen in that area will be expert judgment. Based on the results of the weighting method, it was found that the scheme of Battery Swapping Station (SPBKLU) was chosen superior by 57.7% compared to the Public Charging Station (SPKLU) by 42.5%. In this scheme, fishermen don’t need to buy batteries, but only rent to the SPBKLU provider with a monthly battery rental fee of IDR 300,000 and a swap station facility fee for each battery of IDR 30,000. Based on the results of the economic feasibility study for a period of 10 years, it was found that the business scheme was said to be quite feasible to run because it met the NPV criteria by generating a value of Rp 2.4 billion; the IRR criteria by generating a value of 9%; the BCR criteria by producing a value of 0.57; and the Payback period criteria occured in the 7th year, namely in 2031.
