Abstract

Seiring berjalannya waktu, Jalan Pantai Utara penghubung Kabupaten Banyuwangi dan Kabupaten Probolinggo tidak dapat lagi menampung volume kendaraan lalu lintas yang melewatinya. Sehingga kemacetan sering terjadi di ruas jalan tersebut. Selain itu, terdapat rencana pembangunan Jalan Tol Probolinggo-Banyuwangi yang melalui jalan Besuki-Banyuwangi. Jalan tol Probolinggo-Banyuwangi merupakan bagian akhir dari rencana Jalan Tol Trans Jawa yang menghubungkan Pelabuhan Merak hingga ke Pelabuhan Ketapang. Dalam pembangunan Jalan Tol Probolinggo-Banyuwangi dibangi menjadi dua tahap, yaitu tahap ruas Probolinggo - Besuki dan dan tahap ruas Besuki-Banyuwangi. Sebelum melakukan pembangunan Jalan Tol Besuki-Banyuwangi, perlu dilakukan analisis kelayakan pada aspek ekonomi dan finansial terlebih dahulu. Dari analisis kelayakan ini, akan didapatkan besaran penghematan Biaya Operasional Kendaraan (BOK) dan penghematan nilai waktu serta besar pemasukan dari tarif tol jika Jalan Tol Besuki-Banyuwangi telah beroperasi.
Metode yang digunakan dalam menganalisis Biaya Operasional Kendaraan (BOK) dan nilai waktu adalah metode Jasa Marga. Selanjutnya, untuk perhitungan Trip Assignment agar mengetahui perpindahan jumlah kendaraan dari jalan eksisting ke Jalan Tol Besuki - Banyuwangi digunakan metode Davidson, JICA 1, dan Diversion Curve. Dari 3 metode tersebut, akan digunakan metode yang menghasilkan perpindahan paling masuk akal. Untuk analisis kelayakan aspek ekonomi digunakan parameter Benefit Cost Ratio (BCR) dan Net Present Value (NPV). Sedangkan, analisis kelayakan pada aspek finansial digunakan parameter Benefit Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR), Payback period (PP), dan analisis sensitivitas.
Berdasarkan hasil dari analisis kelayakan ekonomi, diperoleh bahwa nilai BCR adalah 2,55 (BCR > 1), NPV sebesar Rp 44.066.517.409.369 (NPV > 0), dan EIRR sebesar 13,834% (EIRR > Suku Bunga). Lalu pada hasil analisis kelayakan finansial ketika menggunakan suku bunga sebagai Discount Rate, diperoleh nilai BCR adalah 1,12 (BCR > 1), NPV sebesar Rp 3.321.448.662.489. (NPV > 0), FIRR sebesar 5,877% (FIRR > Suku Bunga), dan PP pada tahun ke-29 bulan ke-6 hari ke-17setelah jalan tol dioperasikan. Sedangkan jika menggunakan MARR sebagai Discount Rate, diperoleh nilai BCR adalah 0,56 (BCR < 1), NPV sebesar -Rp 6.838.491.607.941 (NPV < 0), FIRR sebesar 5,877% (FIRR < MARR), dan PP lebih dari masa konsesi. Sehingga pembangunan Jalan Tol Besuki-Banyuwangi dapat dinyatakan layak dari segi ekonomi dan finansial. Selain itu, Dari analisis sensitivitas, diketahui bahwa pembangunan Jalan Tol Besuki-Banyuwangi akan tetap layak untuk dilaksanakan apabila terjadi kenaikan dan penurunan pada biaya investasi dan suku bunga bank BI serta kenaikan volume kendaraan sebesar 25%. Akan tetapi, saat volume kendaraan mengalami penurunan sebesar 25%, pembangunan Jalan Tol Besuki-Banyuwangi dinyatakan tidak layak.

Over time, the North Coast Road connecting Banyuwangi Regency and Probolinggo Regency can no longer accommodate the volume of traffic vehicles passing through it. So that congestion often occurs on this road. In addition, there is a plan to build the Probolinggo-Banyuwangi Toll Road through the Besuk-Banyuwangi road. The Probolinggo-Banyuwangi toll road is the final part of the Trans Java Toll Road plan that connects Merak Port to Ketapang Port. The construction of the Probolinggo-Banyuwangi Toll Road is divided into two stages, namely the Probolinggo - Besuki section and the Besuki-Banyuwangi section. Before carrying out the construction of the Besuki-Banyuwangi Toll Road, it is necessary to conduct a feasibility analysis on the economic and financial aspects first. From this feasibility analysis, the amount of savings in Vehicle Operating Costs (BOK) and savings in the value of time and the amount of income from toll tariffs will be obtained if the Besuki-Banyuwangi Toll Road is operational.
The method used in analyzing Vehicle Operating Costs (BOK) and time value is the Jasa Marga method. Furthermore, for the calculation of Trip Assignment to determine the displacement of the number of vehicles from the existing road to the Besuki - Banyuwangi Toll Road, the Davidson, JICA 1, and Diversion Curve methods are used. Of the 3 methods, the method that produces the most reasonable displacement will be used. For the feasibility analysis of the economic aspect, the Benefit Cost Ratio (BCR) and Net Present Value (NPV) parameters are used. Meanwhile, the feasibility analysis on the financial aspect uses the parameters of Benefit Cost Ratio (BCR), Net Present Value (NPV), Internal Rate of Return (IRR), Payback period (PP), and sensitivity analysis.
Based on the results of the economic feasibility analysis, the BCR value is 2,55 (BCR> 1), NPV is Rp 44.066.517.409.369 (NPV> 0), and EIRR is 13,834% (EIRR> Interest Rate). Then the results of the financial feasibility analysis if using interest rates as a Discount Rate obtained a BCR value of 1.12 (BCR> 1), NPV of Rp 3,321,448,662,489 (NPV> 0), FIRR of 5.88% (FIRR> Interest Rate), and PP in the 29th year of the 6th month of the 17th day after the toll road is operated. Meanwhile, if using MARR as the Discount Rate, the BCR value is 0.56 (BCR < 1), NPV is -Rp 6.838.491.607.941 (NPV < 0), FIRR is 5.877% (FIRR < MARR), and PP is more than the concession period. So that the construction of the Besuki-Banyuwangi Toll Road can be declared feasible from an economic and financial perspective.
From the sensitivity analysis, it is known that the construction of the Besuki-Banyuwangi Toll Road will remain feasible if there is an increase and decrease in investment Costs and BI bank interest rates as well as an increase in vehicle volume by 25%. However, when the volume of vehicles decreased by 25%, the construction of the Besuki-Banyuwangi Toll Road was declared unfeasible.
