Abstract

Direktorat Jenderal Perkeretaapian Kementerian Perhubungan telah melakukan pembangunan jalur ganda kereta api lintas selatan Jawa sejak tahun 2015 dengan panjang lintasan mencapai 694 km. Proyek ini bertujuan untuk menyambungkan tiga kota aglomerasi besar, yaitu Jabodetabek, Joglosemar (Jogja - Solo - Semarang), dan Gerbangkertosusila (Gresik - Bangkalan - Mojokerto - Surabaya - Sidoarjo - Lamongan). PT Kereta Api Indonesia melakukan percepatan waktu tempuh pada sejumlah kereta api yang menggunakan jalur ganda kereta api lintas selatan Jawa sejak 24 September 2021 sebagai peningkatan pelayaan. Sehubungan dengan adanya pembangunan jalur ganda dan peningkatan pelayanan oleh Direktorat Jenderal Perkeretaapian Kementerian Perhubungan dan PT Kereta Api Indonesia, penentuan tiket/tarif tersebut perlu ditinjau kembali apabila terjadi kenaikan harga tiket/tarif pada kelas ekonomi dan kelas eksekutif yang terdiri dari kereta api Wijayakusuma, kereta api Sancaka dan juga kereta api Mutiara Selatan.
Penelitian ini bertujuan untuk mengetahui karakteristik penumpang, kemampuan (Ability to Pay) dan ketersediaan membayar (Willingness to Pay) atas jasa yang telah digunakan, dan memberikan alternatif skenario apa bila terjadi kenaikkan tarif dalam upaya peningkatan kualitas pelayanan. Metode yang digunakan dalam menyelesaikan permasalahan adalah mengumpulkan data primer yaitu, wawancara dan pengisian kuesioner, analisis karakteristik responden, analisis kemauan dan ketersediaan membayar menggunakan teknik pendekatan Stated Preference selanjutnya akan digunakan metode Household Budget dan persepsi pengguna jasa untuk mendapatkan nilai Ability to Pay dan nilai Willingness to Pay, dan analisis probabiltias terhadap skenario-skenario.
Hasil dari penelitian ini untuk kelas ekonomi dengan nilai Ability To Pay (ATP) Rp. 307.249,00 dan nilai Willingness To Pay (WTP) Rp. 250.593,00. Sedangkan untuk nilai kelas eksekutif Nilai Ability To Pay (ATP) Rp. 396.943,00 dan nilai Willingness To Pay (WTP) Rp. 277.462,00. Nilai probabilitas kesedian tarif terhadap skenario kelas ekonomi kenaikan tarif 10% dipengaruhi oleh faktor tarif ideal Rp 250.000. dengan nilai probabilitas 18,57%. Nilai probabilitas kesedian tarif terhadap skenario kelas eksekutif kenaikan tarif 7% dipengaruhi oleh faktor tarif ideal Rp 250.000. dengan nilai probabilitas 95,39%

The Directorate General of Railways of the Ministry of Transportation has been constructing a double-track railway line in the southern part of Java since 2015, with a track length reaching 694 km. This project aims to connect three major agglomeration cities, namely Jabodetabek, Joglosemar (Jogja - Solo - Semarang), and Gerbangkertosusila (Gresik - Bangkalan - Mojokerto - Surabaya - Sidoarjo - Lamongan). PT Kereta Api Indonesia has accelerated travel times for several trains using the double-track railway line in southern Java since September 24, 2021, as part of service improvements. In connection with the construction of double-track lines and service improvements by the Directorate General of Railways of the Ministry of Transportation and PT Kereta Api Indonesia, the determination of ticket/fares needs to be reviewed if there is a fare increase in the economy and executive classes, which include the Wijayakusuma, Sancaka, and Mutiara Selatan trains.
This research aims to understand passenger characteristics, their Ability to Pay (ATP), and Willingness to Pay (WTP) for the services used, and to provide alternative scenarios if there is a fare increase to improve service quality. The methods used to address the problem include collecting primary data through interviews and questionnaires, analyzing respondent characteristics, and analyzing willingness and ability to pay using the Stated Preference approach. Subsequently, the Household Budget method and user perceptions will be employed to obtain ATP and WTP values, and a probability analysis will be conducted on the scenarios.
The results of this research for the economy class show an ATP value of Rp. 307,249.00 and a WTP value of Rp. 250,593.00. For the executive class, the ATP value is Rp. 396,943.00 and the WTP value is Rp. 277,462.00. The probability value for fare willingness in the economy class scenario with a 10% fare increase is influenced by the ideal fare factor of Rp. 250,000, with a probability of 18.57%. The probability value for fare willingness in the executive class scenario with a 7% fare increase is influenced by the ideal fare factor of Rp. 250,000, with a probability of 95.39%.
