Abstract
Modal sosial memainkan peran penting dalam memperkuat kolaborasi dan partisipasi warga, yang merupakan kunci keberhasilan implementasi program lingkungan dan teknologi cerdas di perkotaan. Namun, hubungan tersebut belum terbukti secara empiris, terutama dalam penerapan Smart Environment di lingkup wilayah yang lebih kecil. Maka dari itu, penelitian ini bertujuan untuk menilai pengaruh modal sosial terhadap implementasi Smart Environment di Kelurahan Bubutan, sebagai salah satu wilayah terbaik dalam menerapkan inisiatif tersebut di Kota Surabaya. Sejumlah 200 responden menjawab kuesioner tertutup yang berisi 34 pertanyaan, terdiri dari 13 parameter modal sosial dan 21 parameter Smart Environment. Menggunakan metode Partial Least Squares-Structural Equation Modeling (PLS-SEM) dengan bantuan software SmartPLS, hasil analisis menunjukkan bahwa secara agregat modal sosial memiliki pengaruh yang signifikan terhadap implementasi Smart Environment di Kelurahan Bubutan. Secara khusus, jaringan sosial warga sangat berperan dalam mendukung upaya lingkungan seperti pengelolaan sampah dan penggunaan energi terbarukan. Norma sosial juga terbukti mendukung perlindungan lingkungan melalui partisipasi aktif warga dalam menjaga kebersihan kampung. Temuan ini menegaskan bahwa modal sosial merupakan salah satu elemen kunci dalam keberhasilan implementasi Smart Environment, terutama dalam konteks perkampungan kota seperti di Kelurahan Bubutan.

Social capital plays a crucial role in enhancing community collaboration and participation, which are essential to the successful implementation of environmental program and smart technologies in urban areas. However, this relationship has not been empirically proven, particularly in the context of Smart Environment implementation in smaller localities. Therefore, this study aims to assess the influence of social capital on Smart Environment implementation in Bubutan, one of the leading areas for this initiative in Surabaya City. A total of 200 respondents completed a closed-ended questionnaire consisting of 34 questions, comprising 13 social capital parameters and 21 Smart Environment parameters. The results from utilizing the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method, supported by SmartPLS software, indicate that social capital significantly impacts Smart Environment implementation in Bubutan. Specifically, residents’ social networks play a vital role in supporting environmental initiatives, such as waste management and the adoption of renewable energy. Additionally, social norms significantly contribute to environmental protection through active community participation in maintaining neighbourhood cleanliness. These findings confirm that social capital is a key element in the successful implementation of Smart Environment, particularly in urban village contexts like Bubutan.
