Abstract
Fakta menunjukkan bahwa masih banyak terjadi pelanggaran pada lokasi tersebut, seperti perompakan, pencurian ikan dan penyelundupan barang. Hal tersebut terjadi terutama karena keterbatasan jumlah kapal patroli. Saat ini kapal patroli yang beroperasi pada wilayah timur milik Bakamla hanya sekitar lima (5) kapal saja dan selama kurun waktu 2015 –2019 kegiatan patroli per tahunnya tidak mencapai 20 kali frekuensi. Total waktu selama 4 (empat) tahun hanya terjadi total 58 kali operasi patroli pada kawasan timur, hal ini tentu menjadi bertolak belakang karena dengan luas wilayah yang dimiliki hanya melakukan beberapa kali operasi. Hal ini tentu menyebabkan terjadinya pelanggaran pada sektor perairan khususnya daerah yang menjadi zona prioritas dari badan keamanan laut. Tentunnya banyak kerugian yang dialami
oleh negara yang disebabkan dari sektor maritim. Mengetahui kondisi kapal patroli yang ada saat ini di wilayah perbatasan Indonesia Maluku – Papua. Merancang penjadwalan dan pola operasi kapal patroli yang efektif pada wilayah perbatasan Indonesia Maluku – Papua. Menentukan jumlah kapal yang optimal dengan biaya yang paling minimum. Rute kapal ditentukan untuk membantu peneliti dalam melakukan penelitian, ada dua (2) metode. Travelling Salesman Problem dan Vehicle Routing Problem. Rute terpilih berdasarkan total biaya yang dikeluarkan masing-masing kapal pada saat patroli, sehingga rute VRP dengan menggunakan tiga (3) kapal total biaya yang dikeluarkan 2,143 milliar/trip menjadi pilihan rute yang paling minimum daripada rute TSP yang hanya menggunakan tiga (3) kapal dengan total biaya 4,942 milliar/trip.

The facts show that there are still many violations occurring at this location, such as piracy, fishing theft and smuggling of goods. This happened mainly because of the limited number of patrol boats. Currently, there are only around five (5) patrol boats operating in the eastern region belonging to Bakamla and during the period 2015 - 2019, patrol activities per year did not reach 20 times the frequency. In a total of 4 (four) years, there were only a total of 58 patrol operations in the eastern region, this is of course contradictory because with the large area we have, we only carried out a few operations. This of course causes violations in the water sector, especially areas that are priority zones for maritime security agencies. Of course, many losses experienced by the country are caused by the maritime sector. Find out the current condition of patrol boats in the Indonesian Maluku - Papua border area. Designing effective scheduling and operational patterns for patrol vessels in the Indonesian Maluku – Papua border area. Determining the optimal number of ships with minimum costs. Ship routes are determined to assist researchers in conducting research, there are two (2) methods. Traveling Salesman Problem and Vehicle Routing Problem. The selected route is based on the total costs incurred by each ship during the patrol, so that the VRP route using three (3) ships with a total cost of 2,143 billion/trip is the minimum route choice compared to the TSP route which only uses three (3) ships with a total cost of 4,942 billion/trip.
