Abstract

Kabupaten Sidoarjo merupakan salah satu kabupaten yang menerima dampak dari perkembangan Kota Surabaya yang ditandai dengan pembangunan pada jalan arteri utama sehingga berdampak signifikan pada perumahan dan permukiman. Penggunaan lahan pemukiman di Sidoarjo meningkat sebesar 7,63% per tahun pada rentang waktu tahun 1994 hingga 2012. Pertumbuhan pemukiman yang dramatis di Sidoarjo menunjukkan kelemahan dalam pengendalian pemanfaatan ruang. Penelitian ini bertujuan untuk menyusun arahan kebijakan pengendalian ruang untuk mengatasi perkembangan permukiman terhadap fenomena konurbasi di Kabupaten Sidoarjo.
Metode yang digunakan dalam penelitian ini adalah metode kualitatif berupa content analysis dengan alat bantu NVIVO. Hasil penelitian menunjukkan bahwa faktor penegakkan hukum adalah factor tema paling mendesak dengan frekuensi tertinggi (120 koding) dan porsi terbesar (0.68), mencakup aktor penegakan, sosialisasi, dan pelaporan pelanggaran. Faktor perizinan memiliki frekuensi kedua tertinggi (70 koding) dan rasio berat 0.39, meliputi dasar hukum, aktor perizinan, dan penilaian KKPR. Faktor perwujudan program dan insentif-disinsentif masing-masing memiliki frekuensi 27 koding dan rasio 0.15. Dari faktor-faktor yang teridentifikasi, diusulkan arahan kebijakan pengendalian ruang meliputi Penyusunan Keputusan Bupati terkait Pembentukkan Tim Terpadu Penegakkan, peninjauan RESNTRA Satpol PP dengan menambahkan sub kegiatan Pendekatan Terpadu Penegakkan Hukum, Penyusunan Peraturan Daerah terkait Pola Tata Kerja Forum Penataan Ruang khususnya terkait kriteria-kriteria kegiatan KKPR yang dipertimbangkan dalam FPR.

Sidoarjo Regency is one of the regencies that has been affected by the development of Surabaya City, which is marked by the construction of a ring road on the main arterial road, which has a significant impact on housing and settlements. The use of residential land in Sidoarjo increased by 7.63% per year in the period from 1994 to 2012. The dramatic growth of settlements in Sidoarjo shows weaknesses in controlling the use of space. This study aims to formulate spatial control policy directions to address the development of settlements against the conurbation phenomenon in Sidoarjo Regency. The method used in this study is a qualitative method in the form of content analysis with the NVIVO tool. The results of the study indicate that the law enforcement factor is the most urgent factor with the highest frequency (120 codes) and the largest portion (0.68), covering enforcement actors, socialization, and reporting violations. The licensing factor has the second highest frequency (70 codes) and a weight ratio of 0.39, covering the legal basis, licensing actors, and KKPR assessment. The program realization and incentive-disincentive factors each have a frequency of 27 codes and a ratio of 0.15. From the identified factors, the proposed spatial control policy directions include the Preparation of the Regent Decree regarding the Formation of the Integrated Enforcement Team, review of the Satpol PP RESNTRA by adding the Integrated Law Enforcement Approach sub-activity, Preparation of Regional Regulations regarding the Work Pattern of the Spatial Planning Forum in 2024, especially regarding the criteria for KKPR activities considered in the FPR.
