Abstract

Surabaya berisiko tinggi mengalami gempa bumi besar akibat Sesar Surabaya dan Waru, yang dapat memicu gempa dengan magnitudo hingga 6,5 dan menyebabkan kerusakan dalam radius 160 km (Widodo, 2019). Sebagai pusat ekonomi di Jawa Timur, penting untuk mengevaluasi jalur logistik kemanusiaan dan evakuasi di kota ini guna memastikan kesiapan menghadapi bencana. Penelitian ini menggunakan metode Analytic Hierarchy Process (AHP) untuk mengidentifikasi faktor-faktor kunci dan mengevaluasi kondisi jalur tersebut berdasarkan input dari delapan pemangku kepentingan yang dipilih melalui purposive sampling. Untuk jalur logistik, ketersediaan jalur alternatif muncul sebagai faktor paling penting dengan bobot 0,192, diikuti oleh waktu tempuh (0,180), zona bahaya (0,173), konektivitas (0,120), operabilitas (0,118), distribusi penduduk (0,116), dan jarak tempuh (0,101). Sementara itu, untuk jalur evakuasi, waktu tempuh adalah faktor terpenting dengan bobot 0,177, diikuti oleh jarak tempuh (0,164), ketersediaan jalur alternatif (0,143), kedekatan dengan fasilitas darurat (0,124), distribusi penduduk (0,113), operabilitas (0,113), konektivitas (0,084), dan zona bahaya (0,082). Temuan ini menyoroti pentingnya akses cepat dan fleksibilitas jalur selama bencana. Implikasi dari penelitian ini menunjukkan perlunya strategi yang fokus pada pengembangan jalur alternatif dan pengurangan waktu tempuh untuk meningkatkan kesiapsiagaan dan respons bencana di Surabaya.

Surabaya is at significant risk of major earthquakes due to the Surabaya and Waru faults, which can trigger seismic events with a magnitude of up to 6.5 and cause damage within a 160 km radius (Widodo, 2019). As an economic hub in East Java, it is crucial to evaluate the city's humanitarian logistics and evacuation routes to ensure disaster preparedness. This study employs the Analytic Hierarchy Process (AHP) to identify key factors and assess the condition of these routes based on input from eight stakeholders selected through purposive sampling. For logistics routes, the availability of alternative routes emerged as the most critical factor with a weight of 0.192, followed by travel time (0.180), hazard zones (0.173), connectivity (0.120), operability (0.118), population distribution (0.116), and distance (0.101). Meanwhile, for evacuation routes, travel time is the most important factor with a weight of 0.177, followed by distance (0.164), availability of alternative routes (0.143), proximity to emergency facilities (0.124), population distribution (0.113), operability (0.113), connectivity (0.084), and hazard zones (0.082). These findings highlight the importance of rapid access and route flexibility during disasters. The study's implications suggest the need for strategies focused on developing alternative routes and reducing travel time to enhance disaster preparedness and response in Surabaya.
