Abstract
Bali merupakan salah satu destinasi wisata yang paling banyak dikunjungi oleh wisatawan
domestik maupun internasional. Data dari Badan Pusat Statistik Provinsi Bali menunjukkan
bahwa pada tahun 2023, terdapat 5.273.258 wisatawan asing yang mengunjungi Bali,
mengalami pertumbuhan sebesar 144,61% dibandingkan tahun sebelumnya. Menurut
Kementerian Pariwisata dan Ekonomi Kreatif Republik Indonesia, jumlah kunjungan
wisatawan asing tertinggi pada bulan Desember 2023 tercatat di provinsi Bali dengan 478.382
kunjungan, melebihi kunjungan ke provinsi lain di Indonesia. Hal ini menyebabkan penurunan
tingkat kenyamanan dan ketenangan baik bagi masyarakat lokal maupun wisatawan yang
berlibur. Hal ini disebabkan oleh kurangnya pengembangan infrastruktur pariwisata di Bali,
termasuk di Pulau Nusa Penida yang dikenal dengan keindahan alamnya.
Crystal Bay adalah salah satu pantai di Nusa Penida dengan pemandangan bawah laut yang
menakjubkan dan menarik bagi wisatawan. Sebagai destinasi wisata yang menarik, Pantai
Crystal Bay memerlukan pendekatan inovatif dalam pengembangan infrastruktur pariwisata.
Desain Floating Resort bertujuan untuk memberikan pengalaman menginap yang unik dan tak
terlupakan sambil meminimalkan dampak lingkungan. Konsep Modular Floating System
dipilih untuk memastikan fleksibilitas dalam pengembangan dan pemeliharaan struktur.
Dengan menggunakan teknologi ini, resort dapat diadaptasi dengan kebutuhan atau tren
pariwisata yang berubah. Keuntungan dari struktur terapung juga dipertimbangkan untuk
menghadapi perubahan level laut, meminimalkan risiko dampak lingkungan, dan memberikan
stabilitas struktural yang optimal. Tujuan dari tesis ini adalah untuk menentukan kapasitas
penumpang dari floating resort, menetapkan dimensi utama, membuat rencana garis dan
gambar tata letak umum, serta melakukan analisis ekonomi. Selama fase ini, dilakukan
pengumpulan teori dan pembelajaran terkait isu-isu dalam proyek akhir ini.

Bali is one of the most visited tourist destinations by both domestic and international travelers.
Data from the Badan Pusat Statistik Provinsi Bali shows that there were 5,273,258 foreign
tourists who visited Bali in 2023, experiencing a growth of 144.61% from the previous year.
According to the Ministry of Tourism and Creative Economy of the Republic of Indonesia, the
highest number of foreign tourist visits in December 2023 was recorded in the province of Bali
with 478,382 visits, surpassing visits to other provinces in Indonesia. This has led to a decrease
in the comfort and tranquility levels for both the local community and tourists on vacation. This
is attributed to the insufficient development of tourism infrastructure in Bali, including on Nusa
Penida Island, known for its natural beauty.
Crystal Bay is one of the beaches on Nusa Penida with stunning underwater scenery that attracts
tourists. Crystal Bay Beach, as an appealing tourist destination, requires an innovative approach
in developing tourism infrastructure. The design of the Floating Resort aims to provide a unique
and memorable lodging experience while minimizing environmental impact. The Modular
Floating System concept is chosen to ensure flexibility in the development and maintenance of
the structure. By employing this technology, the resort can be adapted to changing needs or
tourism trends. The advantages of the floating structure are also considered to cope with
changes in sea levels, minimize environmental impact risks, and provide optimal structural
stability. The purpose of this thesis is to determine the passenger capacity of the floating resort,
establish the main dimensions, create the lines plan and general arrangement drawings, and
conduct an economic analysis. During this phase, learning and theory collection related to the
issues in this final project.
