Abstract

Sekitar 40% komponen kapal yang dibangun di galangan Indonesia harus diimpor karena memiliki spesifikasi yang khusus, namun separuhnya mengalami kendala dalam proses kepabeanan di pelabuhan yang pada akhirnya akan meningkatkan biaya logistik komponen kapal tersebut. Kebijakan Pusat Logistik Berikat (PLB) yang dibuat oleh Direktorat Jenderal Bea dan Cukai untuk menekan waktu pemrosesan kepabeanan dan biaya logistik, saat ini belum ada yang secara khusus melayani industri galangan kapal. Tujuan dari Tugas Akhir ini adalah untuk menganalisis lokasi pembangunan PLB baru untuk industri galangan kapal di Indonesia. Metode optimasi digunakan untuk mendapatkan lokasi alternatif pembangunan PLB industri galangan yang dapat meminimalkan biaya logistik dalam proses impor dari negara pemasok hingga sampai ke 15 galangan yang dipakai sebagai objek penelitian. PLB yang terpilih berlokasi di bagian timur Pulau Jawa dan menghasilkan biaya logistik total sebesar Rp 394.568.721.971/tahun, turun 18,75% dari biaya logistik total sebelum penerapan PLB baru dengan rata-rata pengurangan waktu pengiriman selama 14 hari. Tingkat pemakaian kapasitas galangan kapal dapat mempengaruhi pemilihan lokasi PLB. PLB yang berlokasi di bagian barat Pulau Jawa dapat terpilih ketika kapasitas produksi galangan kurang dari 10%.

Approximately 40% of ship components built at Indonesian shipyards need to be imported due to their specific specifications. However, half of these components encounter problems during the customs clearance process at port, which increases the logistics costs of the components. The Bonded Logistics Center (PLB) policy, established by the Directorate General of Customs and Excise intended to reduce customs processing time and logistics costs, currently does not specifically cater to the shipbuilding industry. The aim of this Final Project is to analyze potential locations for establishing a new PLB for the shipbuilding industry in Indonesia. Optimization method is used to find alternative locations for PLB that can minimize logistics costs in the import process from supplier countries to 15 shipyards used as study objects. The selected PLB location is in the eastern part of Java Island and results in a total logistics cost of IDR 394,568,721,971 per year, an 18.75% reduction from the total logistics cost before the new PLB implementation, with an average reduction in delivery time of 14 days. The shipyard’s capacity utilization can influence the selection of the PLB location. A PLB located in the western part of Java Island may be selected when the shipyard’s production capacity is less than 10%.
