Abstract
Salah satu prasarana kendaraan yang tepat untuk melakukan inspeksi bawah laut adalah ROV yang cocok dengan misi dan tujuan. Mengingat jumlah atau banyaknya komponen ROV yang diproduksi di luar negeri, perlu dilakukan studi untuk mengidentifikasi potensi pengadadaan dan pembuatan di dalam negeri komponen-komponen tersebut. Pada luaran analisis akan didapatkan strategi terkait upaya peningkatan nilai TKDN menggunakan logika Fuzzy yang komponen nya telah bagi menjadi Part Breakdown Structure / PBS berdasarkan HS Code komponen. Hasil yang didapatkan adalah nilai TKDN ROV mengacu pada peraturan kemenperin sebesar 38,27% kemudian digunakan nilai koefisien fuzzy yang didapatkan menggunakan metode mamdani 1 dan defusifikasi SoM, untuk komponen elektrikal sebesar 79%, mekanikal sebesar 11,95%, dan body sebesar 10,08%, Proporsi untuk biaya material sebesar 69,61%, dan Proporsi untuk biaya produksi sebesar 30,39%. kemudian dilakukan analisa potensi sehingga didapatkan 22 jenis komponen yang memiliki poternsi replikasi lokal tinggi, dan dilakukan perhitungan nilai TKDN mengacu pada peraturan kemenperin menggunakan hasil analisa potensi sehingga didaptkan nilai TKDN sebesar 42,73%.

One of the right vehicle infrastructures for conducting underwater inspections is an ROV that matches the mission and objectives. Given the number or number of ROV components produced abroad, a study needs to be conducted to identify the potential for procurement and domestic manufacture of these components. The output of the analysis will obtain a strategy related to efforts to increase the TKDN value using Fuzzy logic whose components have been divided into Part Breakdown Structure / PBS based on the component HS Code. The results obtained are the TKDN ROV value referring to the Ministry of Industry regulations of 38.27% then the fuzzy coefficient value obtained using the Mamdani 1 method and SoM defusification is used, for electrical components of 79%, mechanical of 11.95%, and body of 10.08%, Proportion for material costs of 69.61%, and Proportion for production costs of 30.39%. then a potential analysis was carried out so that 22 types of components were obtained that had high local replication potential, and the TKDN value calculation was carried out referring to the Ministry of Industry regulations using the results of the potential analysis so that a TKDN value of 42.73% was obtained.
