Abstract
Pelabuhan memiliki peran yang cukup vital dalam rantai proses transportasi laut sebagai titik penghubung antara satu daerah ke daerah yang lain. PT Pelabuhan Indonesia (Persero) atau disingkat PELINDO pada tahun 2024 mengelola 66 pelabuhan dan 23 diantaranya berada di Regional III yang memiliki arus kunjungan kapal dan kegiatan bongkar muat terbesar dibandingkan dengan regional lain. Salah satu fasilitas pendukung penting yang diperlukan adalah alur pelayaran dan perairan pelabuhan. Alur pelayaran dan perairan pelabuhan di Regional III mengalami pendangkalan akibat sedimentasi sehingga perlu dilakukan pemeliharaan secara rutin. Saat ini Regional III belum memiliki armada kapal keruk sendiri dan sepenuhnya menyewa baik sewa time charter ataupun kubikasi. Tujuan dari tugas akhir ini adalah untuk mengetahui rencana pengerukan dan opsi penguasaan armada kapal keruk yang sesuai untuk melakukan pengerukan di wilayah Regional III. Metode yang digunakan adalah optimasi Non-linier Programming, peramalan, serta Travelling Salesman Problem dengan algoritma nearest neighbour untuk menentukan rute mobilisasi kapal keruk. Tipe kapal keruk yang ditinjau adalah kapal Trailing Section Hopper Dredger dan clamshell yang dibantu dengan split barge untuk mengangkut sedimen keruk. Kapal Trailing Section Hopper Dredger terpilih yaitu kapal yang memiliki kapasitas hopper 2.000 m3 dengan opsi bangun baru dan sewa time charter, kapal clamshell terpilih memiliki kapasitas bucket 7 m3 dengan opsi bangun baru dan split barge terpilih memiliki kapasitas hopper 1.000 m3 dengan opsi sewa time charter.

The role of ports is crucial in the maritime transportation chain of process as a connecting point between regions. PT Pelabuhan Indonesia (Persero) or abbreviated as PELINDO in 2024 managed 66 ports, 23 among them are located in Region III, which has the highest ship traffic and cargo handling activities compared to other regions. One of the essential supporting facilities required is the navigation channels and port waters. The navigation channels and port waters in Region III experience silting due to sedimentation, therefore it requires dredging maintenance. Currently, Region III does not have its own dredger fleet and relies entirely on charter, either time charter or cubic volume charter. The objective of this thesis is to determine the dredging plan and the appropriate dredger fleet ownership options for dredging in Region III. The methods used include Non-linear Programming optimization, forecasting, and the Travelling Salesman Problem with the nearest neighbour algorithm to determine the dredger mobilization routes. The types of dredgers reviewed are the Trailing Suction Hopper Dredger and clamshell dredgers assisted by split barges for transporting dredged sediment. The selected Trailing Suction Hopper Dredger has a hopper capacity of 2,000 m³ with new build and time charter options. The selected clamshell dredger has a bucket capacity of 7 m³ with new build options, and the selected split barge has a hopper capacity of 1,000 m³ with time charter options.
