Abstract

Proyek pembangunan kapal, yang dicirikan oleh kompleksitas dan kekhususannya, memiliki risiko besar, termasuk risiko finansial. Galangan kapal, sebagai pihak utama yang terlibat dalam pembuatan kapal harus mampu mengelola risiko finansial yang muncul selama fase konstruksi. Manajemen risiko finansial menjadi sangat penting, terutama jika mempertimbangkan catatan kinerja galangan kapal yang buruk dalam hal kegagalan proyek pembangunan kapal, dan berujung pada masalah serius terhadap kelangsungan usaha galangan kapal. Penelitian ini bertujuan untuk menghasilkan daftar risiko finansial yang relevan beserta tingkat signifikansinya. Daftar ini akan menjadi dasar bagi langkah-langkah mitigasi yang tepat dalam manajemen risiko proyek pembangunan kapal. Untuk menjawab tujuan tersebut, digunakan metode Failure Mode and Effect Analysis dengan melibatkan evaluasi tingkat keparahan, kemungkinan terjadi, dan kegagalan deteksi dari faktor risiko. Sebagai tahap awal, identifikasi risiko dilakukan dengan studi data historis dan keterlibatan pakar. Selanjutnya, dilakukan evaluasi risiko dengan perhitungan Risk Priority Number (RPN). Tahap akhir penelitian yaitu mitigasi risiko finansial secara keseluruhan dan penerapannya pada proyek Kapal Penumpang Ro-Ro sebagai studi kasus. Dari analisis yang dilakukan, risiko arus kas yang tidak mencukupi merupakan risiko paling signifikan, dengan nilai RPN tertinggi terkait faktor kesulitan modal/pembiayaan, manajemen arus kas yang buruk, kesalahan estimasi biaya awal, galangan kapal mengerjakan multi proyek, dan termin pembayaran yang tidak menguntungkan. Penelitian ini juga meninjau respons risiko yang dapat diterapkan untuk mengurangi dampak negatif dari risiko-risiko tersebut. Pada studi kasus proyek, respon risiko diimplementasikan di dalam kontrak dan penerapan rencana eksekusi proyek yang komprehensif. Penelitian ini mengembangkan 26 poin penting untuk self-assessment bagi galangan kapal, yang mencakup pengalaman galangan kapal, ketersediaan data awal, rencana alokasi sumber daya, manajemen proyek, pembiayaan, arus kas proyek, dan analisis kontrak

Shipbuilding projects, characterized by their complexity and specificity, inherently involve significant risks, including financial risks. Shipyards, as the main party engaged in the shipbuilding process, must effectively manage the financial risks that arise during the construction phase. The importance of financial risk management is crucial, especially considering the poor performance record of shipyards in terms of shipbuilding project failures, and leads to serious problem to the continuity of the shipyard's business. This study aims to compile a list of relevant financial risks along with their significance levels. This list will serve as a foundation for appropriate mitigation measures in the financial risk management of shipbuilding projects. To achieve this goal, the Failure Mode and Effect Analysis (FMEA) method was employed, involving the evaluation of the severity, likelihood of occurrence, and failure detection of risk factors. Initially, risk identification was carried out through the study of historical data and expert involvement. Subsequently, risk evaluation was conducted by calculating the Risk Priority Number (RPN). The final stage of the research involved comprehensive financial risk mitigation and its application to a Ro-Ro Passenger Ship project as a case study. Insufficient cash flow was identified as the most significant risk factor, with the highest RPN values associated with financing difficulties, poor cash flow management, initial cost estimation errors, shipyards working on multiple projects, and unfavorable payment terms. This study also examined risk responses that could be implemented to reduce the negative impacts of these risks. In the case study project, risk responses were implemented within the contract and through the application of a comprehensive project execution plan. Additionally, the research developed 26 key points for self-assessment for shipyards, covering aspects such as the shipyard's experience, availability of initial data, resource allocation planning, project management, financing, project cash flow, and contract analysis.
