Abstract
Undang-Undang Republik Indonesia Nomor 18 Tahun 2012 menggarisbawahi bahwa pangan adalah kebutuhan dasar manusia dan hak asasi yang harus dipenuhi. Dengan meningkatnya jumlah penduduk, kebutuhan lahan dan pangan, serta perubahan iklim yang dapat memicu krisis pangan, pemerintah merespons dengan mengembangkan program food estate di Kalimantan Tengah. Tiga kabupaten, yaitu Pulang Pisau, Kapuas, dan Gunung Mas, dipilih untuk proyek ini. Kabupaten Kapuas, yang ditetapkan sebagai kawasan strategis pertanian, menunjukkan potensi besar dengan luas tanam yang signifikan dan hasil produksi yang meningkat dengan komoditas utamanya berupa padi. Kesesuaian lahan pada penelitian ini berada di kelas semi-detil dimana 51,7% total area Food Estate Kapuas berada di kelas S1 atau sangat sesuai untuk ditanami padi. Kemudian area yang berkisar 22% berada di kelas S2 atau cukup sesuai, dan area kisaran 26,3% lainnya berada di kelas S3 atau sesuai marginal Namun, program ini masih menghadapi banyak tantangan, termasuk masalah hutan yang gundul dan hasil yang belum memuaskan. Kenaikan harga beras dan kebijakan impor beras juga menunjukkan adanya ketidakefisienan dalam program food estate ini. Hal ini menimbulkan pertanyaan ‘apa saja faktor-faktor yang mempengaruhi serta bagaimana arahan pengembangan kawasan food estate di Kabupaten Kapuas?” Penelitian ini bertujuan untuk menentukan faktor-faktor yang mempengaruhi pengembangan kawasan food estate di Kabupaten Kapuas. Penelitian menggunakan teknik analisis Analytical Hierarchy Process (AHP) untuk menentukan faktor-faktor yang berpengaruh dalam pengembangan kawasan food estate, analisis deskriptif untuk mengetahui potensi dan masalah dengan kesesuaian kondisi eksisting faktor-faktor terebut serta dengan mencari kebijakan dan konsep atau best practice terkait untuk merumuskan arahan pengembangan kawasan food estate di Kabupaten Kapuas. Hasil penelitian menggunakan teknik analisis Analytical Hierarchy Process (AHP) menunjukkan bahwa terdapat 5 (lima) aspek dan 16 (enam belas) faktor yang mempengaruhi pengembangan kawasan food estate di Kabupaten Kapuas. Hasil analisis deskriptif menunjukkan keondisi eksisting dari setiap potensi dan masalah faktor serta arahan pengembangan kawasan food estate di Kabupaten Kapuas, Provinsi Kalimantan Tengah.

Undang-Undang Republik Indonesia Nomor 18 Tahun 2012 underlines that food is a basic human need and a human right that must be fulfilled. With the increasing population, the need for land and food, and climate change that can trigger a food crisis, the government responded by developing a food estate program in Central Kalimantan. Three regencies, named Pulang Pisau, Kapuas, and Gunung Mas, were selected for this project. Kapuas Regency, which is designated as a strategic agricultural area, shows great potential with significant planting area and increasing production yields with its main commodity being rice. Land suitability in this study is in the semi-detailed class where 51.7% of the total area of the Kapuas Regency Food Estate is in class S1 or very suitable for planting rice. Then the area around 22% is in class S2 or quite suitable, and the other area around 26.3% is in class S3 or marginally suitable. However, this program still faces many challenges, including the problem of deforestation and unsatisfactory results. The increase in rice prices and the rice import policy also show inefficiency in this food estate program. This raises the question 'what are the factors that influence and how is the direction for the development of the food estate area in Kapuas Regency?' This reserach aims to determine the factors that influence the development of food estate areas in Kapuas Regency. The study uses the Analytical Hierarchy Process (AHP) to determine the factors that influence the development of food estate areas, descriptive analysis to determine the potential and problems with the suitability of the existing conditions of these factors and also seeking policies and concepts or best practices related to formulating directions for the development of food estate areas in Kapuas Regency. The results of the study using the Analytical Hierarchy Process (AHP) show that there are 5 (five) aspects and 16 (sixteen) factors that influence the development of food estate areas in Kapuas Regency. The results of the descriptive analysis show the existing conditions of each factors’ potential and problem and the direction of the development of food estate areas in Kapuas Regency, Central Kalimantan Province.
