Abstract

Permukiman kumuh merupakan permukiman yang tidak layak huni karena ketidakteraturan bangunan, tingkat kepadatan bangunan yang tinggi, dan kualitas bangunan serta sarana prasarana yang tidak memenuhi syarat. Kawasan pemukiman menjadi salah satu tolok ukur tingkat kemiskinan di Indonesia. Pemerintah Kota Surabaya telah melaksanakan program rehabilitasi rumah tidak layak huni bagi keluarga miskin, dan pada tahun 2023 telah terlaksana sebanyak 3078 unit. Namun dalam pelaksanaannya program tersebut, rentan pada berbagai peristiwa risiko umum diantaranya biaya yang dikeluarkan melebihi anggaran dan keterlambatan waktu penyelesaian
Penelitian ini membahas mengenai faktor risiko yang terjadi selama program tersebut dilaksanakan. Pengumpulan data didapatkan melalui survei lapangan dan wawancara kepada pihak yang terlibat dalam perencanaan proyek dan pelaksanaan proyek (kontraktor). Setelah data terkumpul, dilakukan analisis data tahap pertama dengan wawancara terhadap para pakar, dilanjutkan dengan Uji Validasi,Reabilitas dan Dua Sampel Bebas, lalu dilakukan Analisis Risiko dengan metode Probability Impact Matrix (PIM) dan keluarannya berupa faktor-faktor risiko, dampak dari risiko yang muncul dan mitigasi kontrol risiko. Dari hasil penelitian didapatkan hasil 5 dari 17 variabel faktor kategori tinggi yang terdiri dari faktor internal, manajerial dan eksternal. Adapun 1 kategori yang dominan yaitu Perubahan desain atas permintaan penerima manfaat. Adapun respon risiko yang digunakan yaitu berupa upaya pencegahan (strategi preventif) yaitu pelatihan terhadap pihak yang terlibat dan upaya penanganan (strategi kuratif), yaitu pemilihan sumber daya manusia yang terlibat harus sesuai dengan bidangnya. =================================================================================================================================
Slum are settlement that are unfit for living because of the irregularity of the buildings, high levels of building density, and the quality of the buildings and infrastructure that do not meet the requirements. Residential areas are one of the indicator for poverty levels in Indonesia. The Goverment of Surabaya City has implemented a rehabilitation program for uninhabitable houses for poor families, and 3078 houses has been implemented by 2023. However, in implementing this program, it is vulnerable to various general risk events, including costs incurred exceeding the planned budget , and delays in completion time. This research discusses what risk factors occurred during the implementation of the program. Data collection was obtained through field surveys and interviews with parties involved in project planning and project implementation (contractors). After the data was collected, data analysis was carried out using interviews with experts, and then continued with Validation, Reability and Mann-Whitney Test. After that, the analyst continued with method which used is the Probability Impact Matrix (PIM) with the output in the form of risk factors, the impact of emerging risks and risk control mitigation. The Result of this research is to identify risk and damage, and also the mitigation. From this research has concluded that 5 from 17 risk variables are high, including from internal, managerial, and external factors. 1 categories are change of design by request from house’s owners. Risk’s respond that to be used are preventive strategy, which are training for the stakeholders, and curative strategy, which are proper people with good knowledge about this program should be selected as stakeholders
