Abstract

Semen di Indonesia masih tergolong sebagai komoditas, sehingga harga produk merupakan faktor penentu utama bagi konsumen dalam memilih merk semen. Biaya pengiriman produk berkontribusi signifikan terhadap penentuan harga suatu produk. Mayoritas daya angkut truk pengirim semen saat ini melebihi kapasitas angkut yang diizinkan. Dengan diterapkannya kebijakan Zero Over Dimension Over Load (ZODOL), daya angkut truk akan berkurang sehingga meningkatkan jumlah kebutuhan unit dan biaya pengiriman produk. Berdasarkan regulasi, terdapat perbedaan penurunan daya angkut untuk masing-masing jenis truk, mulai dari truk tipe tronton hingga trailer.
Penelitian ini mengkombinasikan metode kualitatif dan kuantitatif untuk menganalisis dampak penerapan kebijakan ZODOL pada operasional transportasi pengiriman produk, khususnya pada aspek penambahan jumlah kebutuhan truk, peningkatan biaya pengiriman, serta dampaknya terhadap harga jual produk di pasar. Metode kualitatif diterapkan dengan melakukan wawancara kepada pihak yang terlibat dalam aktivitas operasional pengiriman produk yakni Manajemen PT. XYZ Pabrik Tuban, Manajemen Ekspeditur, serta sopir dan petugas administrasi di lapangan. Metode kuantitatif diterapkan untuk memproyeksikan jumlah penambahan kebutuhan truk dan peningkatan biaya pengiriman sehubungan dengan penurunan kapasitas angkut setiap truk.
Dari hasil penelitian ini disimpulkan bahwa seluruh pihak yang terlibat dalam aktivitas operasional pengiriman produk PT. XYZ Pabrik Tuban memiliki pemahaman yang sama terkait dengan penerapan Kebijakan Zero Over Dimension Over Load (ZODOL) dimana kapasitas angkut setiap truk akan mengalami penurunan. Hal tersebut akan berdampak pada penambahan jumlah kebutuhan truk sebanyak 81 unit dan rata-rata peningkatan tarif ongkos angkut sebesar Rp. 55,464 per Ton atau 51% dari sebelumnya.

Cement in Indonesia is still classified as a commodity, so price of a product is the main determining factor for consumers in choosing a cement brand. Product delivery costs contribute significantly to the pricing of a product. Majority trucks used to delivering cement currently exceed their permitted carrying capacity. Through Zero Over Dimension Over Load (ZODOL) policy implementation, truck carrying capacity will be decreased, then impact on increasing number of unit requirements and product delivery costs. Based on regulation, there are differences in the reduction of carrying capacity for each type of truck, from tronton-type trucks to trailers.
This research combines qualitative and quantitative methods to analyze the impact of ZODOL policy implementation on product delivery transportation operations, especially in the aspects of increasing the number of truck needs, increasing shipping costs, and the impact on product selling prices in the market. The qualitative method is applied by conducting interviews with parties involved in product delivery operational activities, namely PT XYZ Tuban Factory Management, Expeditor Management, as well as drivers and administrative officers in the field. The quantitative method was applied to project the number of additional truck requirements and the increase in shipping costs due to the decrease in the carrying capacity of each truck.
From the results of this study, it is concluded that all parties involved in the operational activities of PT. XYZ Tuban Plant product delivery have the same understanding regarding the implementation of the Zero Over Dimension Over Load (ZODOL) Policy where the transport capacity of each truck will decrease. This will have an impact on increasing the number of truck requirements by 81 units and an average increase in freight rates of Rp. 55,464 per Ton or 51% from before.
