Abstract
Dalam konteks perubahan industri pertahanan di Indonesia, PT Len Industri (Persero) mendapatkan peran yang semakin signifikan sebagai perusahaan holding pertahanan di Negara Kesatuan Republik Indonesia. Peningkatan tanggung jawab ini menimbulkan pertumbuhan proyek yang signifikan. Sebagai respons, maka dibentuklah PMO (Project Management Office) sebagai divisi yang memonitor dan mengontrol proyek serta untuk memastikan keberhasilan pelaksanaan proyek. Namun, PMO yang masih baru ini belum memiliki Indikator Kinerja Utama (KPIs) yang terintegrasi. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi KPIs yang relevan dan penting bagi proyek industri pertahanan dan membuat rekomendasi sistem monitoring dan Controlling yang efektif untuk proyek di sektor ini. Metode yang digunakan dalam penelitian ini adalah Balanced Scorecard (BSC), sebuah pendekatan manajemen strategik yang membantu organisasi dalam mengukur kinerja dari empat perspektif berbeda. BSC di PT Len terdiri dari empat perspektif yaitu perspektif keuangan, perspektif pelanggan/user, perspektif proses internal, dan perspektif pembelajaran dan pertumbuhan. Pengembangan kerangka kerja BSC di PMO PT Len terbagi kedalam dua sasaran KPI, yaitu KPI bersama dan KPI untuk setiap divisi PMO, dengan masing-masing divisi memiliki indikator monitoring kontrak dan anggaran, koordinasi proyek dan komunikasi, dan pengembangan skill dan efisiensi operasional.

In the context of Indonesia's defense industry changes, PT Len Industri (Persero) is playing an increasingly significant role as a defense holding company in the Unitary State of the Republic of Indonesia. This increased responsibility has led to significant project growth. In response, a PMO (Project Management Office) has been established as a division to monitor and control projects and ensure project success. However, this new PMO does not yet have integrated Key Performance Indicators (KPIs). Therefore, this research aims to identify relevant and important KPIs for defense industry projects and make recommendations for an effective monitoring and Controlling system for projects in this sector. The method used in this research is the Balanced Scorecard (BSC), a strategic management approach that helps organizations measure performance from four different perspectives. The BSC at PT Len consists of four perspectives: the financial perspective, the customer/user perspective, the internal process perspective, and the learning and growth perspective. The development of the BSC framework in the PT Len PMO is divided into two KPI targets, namely joint KPIs and KPIs for each PMO division, with each division having indicators for monitoring contracts and budgets, project coordination and communication, and developing skills and operational efficiency
