Abstract
Perkembangan industry 4.0 memberikan pengaruh besar terhadap pemanfaatan gas sebagai sumber daya. Qatargas melakukan upaya ekspansi dengan melakukan penambahan platform di lapangan produksinya. Proses konstruksi Qatargas platform dilakukan oleh proyek X yang memiliki lapangan fabrikasi di kota Batam, Indonesia. Proyek X, milik Qatargas tersebut, memiliki kontrak pengerjaan dari akhir tahun 2021. Kontrak kerja yang diberikan mencakup engineering, procurement, construction, and installation (EPCI). Proses pelaksanaan fabrikasi proyek X melalui hal yang tidak terduga yakni pandemi COVID-19. Pandemi ini menyebabkan terjadinya pembatasan kegiatan kerja yang memiliki pengaruh negatif terhadap produktivitas konstruksi. Metode DEA (Data Envelopment Analysis) non-parametrik digunakan untuk mengukur tren kinerja yang berfokus pada data progress harian proyek X dalam rentang waktu 2022 untuk kondisi pandemi dan 2023 untuk kondisi pasca pandemi. SWOT dan PEST digunakan sebagai metode untuk menganalisis strategi yang dapat digunakan untuk meningkatkan kinerja proyek X. Pengukuran efisiensi dilakukan dengan pendekatan DEA terhadap tiga variabel input yaitu, jumlah pegawai, jumlah welding, dan WP (Work Pack) issued, serta satu variabel output yaitu, total jam kerja yang dihasilkan (manhours earned). Penelitian ini mengkaji enam divisi sebagai Decision Making Unit (DMU). Penelitian juga menggunakan analisis SWOT untuk mengidentifikasi faktor yang mempengaruhi kinerja proyek dan strategi peningkatan efisiensi. Berdasarkan hasil penelitian, kondisi pandemi tidak berpengaruh secara signifikan terhadap penurunan kinerja perusahaan konstruksi, hal ini disebabkan karena Proyek X dapat terus menjalankan proses fabrikasi dengan tetap mempertimbangkan protokol kesehatan. Didapatkan hasil perhitungan efisiensi rata-rata sebesar 0,734 pada tahun 2022 dan 0,656 pada tahun 2023. Kinerja proyek X mengalami penurunan sebesar 0,078 yang disebabkan oleh penurunan kinerja pada divisi Production Electrical dan Structural Quality. Strategi peningkatan efisiensi proyek X meliputi optimalisasi jumlah pegawai, minimalisasi pekerjaan ulang, dan kontrol harian manhours earned untuk mencegah klaim jam kerja yang tidak sesuai

The development of industry 4.0 has had a major influence on the use of gas as a resource. Qatargas is making expansion efforts by adding platforms to its production fields. The Qatargas platform construction process was carried out by the X project which has a fabrication yard in the city of Batam, Indonesia. Project X, owned by Qatargas, has a work contract from the end of 2021. The work contract awarded includes engineering, procurement, construction and installation (EPCI). The process of implementing project X fabrication went through something unexpected, namely the COVID-19 pandemic. This pandemic has resulted in restrictions on work activities which have a negative impact on construction productivity. The non-parametric DEA (Data Envelopment Analysis) method is used to measure performance trends which focuses on daily progress data for project SWOT and PEST are used as methods to analyze strategies that can be used to improve the performance of project total working hours earned (manhours earned). This research examines six divisions as Decision Making Units (DMU). The research also uses SWOT analysis to identify factors that influence project performance and efficiency improvement strategies. Based on research results, pandemic conditions did not significantly influence the decline in construction company performance, this was because Project X was able to continue carrying out the fabrication process while still considering health protocols.
