Abstract

Penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) di Indonesia telah diatur pada Peraturan Presiden (Perpres) Nomor 95 Tahun 2018 dan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Permenpan RB) Nomor 59 Tahun 2020 yang menerapkan jaringan intra instansi pusat dan pemerintah kota yang membutuhkan akses internet guna menunjang pekerjaan dan pelayanan masyarakat. Namun dalam menentukan kebutuhan bandwidth yang sebenarnya, pemerintah kota hanya mengandalkan data history penggunaan yang sebelumnya tanpa memiliki acuan baku sehingga jumlah bandwidth yang tersedia tidak seutuhnya dimanfaatkan sebagaimana mestinya. Sehingga untuk menghadapi permasalahan ini, peneliti ingin menciptakan suatu formula perhitungan kebutuhan bandwidth organisasi perangkat daerah yang mempertimbangkan berbagai faktor. Penelitian ini akan dilakukan di pemerintah kota yang tergabung dalam program 100 Smart City dengan kategori kota madya. Pemilihan responden didasarkan pada beban pemakaian bandwidth yang dikategorikan menjadi tiga yaitu berat, sedang, dan ringan dengan metode purposive sampling agar sampel yang terbatas mampu mewakili keseluruhan populasi dengan mempertimbangkan aspek jabatan dan beban kerja berdasarkan pada peraturan yang berlaku.
Formula yang dikembangkan ini mengadopsi market potential model dari Wissenschaftliches Institut für Infrastruktur und Kommunikationsdienste (WIK) yang disesuaikan dengan kondisi organisasi perangkat daerah guna menentukan aspek yang mempengaruhi penggunaan bandwidth dengan menerapkan pendekatan action research dengan single case study yang melakukan uji experimental di lapangan melalui pengamatan dan wawancara langsung kepada responden untuk menentukan pola penggunaan harian. Temuan di lapangan menunjukkan bahwa penggunaan bandwidth dipengaruhi oleh penggunaan tools yang mendukung pelaksanaan tupoksi, frekuensi penggunaan tools, dan besaran bandwidth tiap aktivitas. Dari temuan tersebut, maka dihasilkan formula perhitungan kebutuhan bandwidth minimal yang dinamakan Workload Adaptive Bandwidth Requirement Estimator serta panduan tahapan pelaksanaan perhitungan bandwidth. Dengan adanya formula perhitungan bandwidth ini, diharapkan pemerintah kota mampu mengetahui secara rinci terkait faktor apa saja yang mempengaruhi penggunaan internet serta besaran kebutuhan bandwidth minimal yang dibutuhkan.

The Implementation of the Electronic Government-Based System (SPBE) in Indonesia has regulated in Presidential Regulation (Perpres) Number 95 of 2018 and the Regulation of the Minister of Administrative and Bureaucratic Reform (Permenpan RB) Number 59 of 2020, which implements intra-agency and city government networks that require internet access to support work and public services. However, in determining the actual bandwidth requirements, city governments only rely on historical usage data without having a standard reference. Hence, the available bandwidth not fully utilized as it should be. To address this problem, the researcher wants to create a formula for calculating the bandwidth requirements of regional government agencies that consider various factors. This research will be conducted in city governments that are part of the 100 Smart City program, in medium-sized cities. The selection of respondents based on the bandwidth usage load, which categorized into three: heavy, medium, and light, using the purposive sampling method, so that the limited sample can represent the entire population by considering the aspects of position and workload based on applicable regulations.
The developed formula adopts the market potential model from the Wissenschaftliches Institut für Infrastruktur und Kommunikationsdienste (WIK), which is adapted to the condition of regional government agencies to determine the aspects that influence bandwidth usage by applying an action research approach with a single case study that conducts experimental tests in the field through observations and direct interviews with respondents to determine daily usage patterns. The findings in the field show that bandwidth usage influenced by the use of tools that support the implementation of main tasks and functions, the frequency of tool usage, and the amount of bandwidth for each activity. From these findings, a formula for calculating the minimum bandwidth requirement called the Workload Adaptive Bandwidth Requirement Estimator, as well as a guide for the bandwidth calculation stages, are produced. With this bandwidth calculation formula, it expected that city governments can find out in detail the factors that influence internet usage and the minimum bandwidth requirements needed.
