Abstract

Modernisasi infrastruktur dan operasional adalah faktor penting dalam meningkatkan fasilitas publik dan penataan ruang, termasuk gedung perkantoran. Kebutuhan ruang kerja yang mumpuni, didorong oleh perkembangan teknologi, mempengaruhi kinerja pegawai secara signifikan. Suasana interior kantor yang baik juga berdampak pada produktivitas karyawan. Dinas Perhubungan (DisHub) Kabupaten Gresik, sebagai lembaga yang melaksanakan kebijakan transportasi daerah, menghadapi tantangan dalam penataan kantor yang tidak mendukung nilai estetika dan kenyamanan. Dengan divisi Sekretariat sebagai fokus utama, di mana aktivitas pendataan dokumen dominan, pembaruan tata letak dengan konsep modernisasi diperlukan untuk meningkatkan efisiensi dan kenyamanan kerja. Dengan menggunakan metode design thinking dalam perancangan dengan tahapan identifikasi permasalahan tahap observasi, wawancara dengan pengguna, studi literatur, studi pembanding, dan metodologi desain. Selain itu, perancangan ini juga menggunakan pengaturan tata letak yang ditujukan untuk menentukan fasilitas yang membantu meningkatkan kenyamanan pengguna serta meningkatkan efektivitas kerja, Hal ini bertujuan untuk memberikan pengalaman yang baik bagi pegawai dan mengurangi pemborosan waktu dan energi. Sehingga perancangan kantor Dinas Perhubungan Kabupaten Gresik dengan pendekatan Pengaturan Tata Letak sesuai dengan Peraturan Pemerintah Republik Indonesia No. 16 Tahun 2021 yang diimplementasi modernisasi tata ruang sekretariat akan memberikan dampak signifikan yang dapat meningkatkan kenyamanan dan efektivitas karyawan DisHub Kabupaten Gresik.

Infrastructure and operational modernization is an important factor in improving public facilities and spatial planning, including office buildings. The need for a qualified workspace, driven by technological developments, affects employee performance significantly. A good office interior atmosphere also has an impact on employee productivity. The Gresik Regency Transportation Agency (DisHub), as an institution that implements regional transportation policies, faces challenges in office arrangement that does not support aesthetic and comfort values. With the Secretariat division as the main focus, where document data collection activities are dominant, updating the layout with the concept of modernization is needed to improve work efficiency and comfort. By using the design thinking method in designing with the stages of problem identification, observation stage, interviews with users, literature studies, comparative studies, and design methodologies. In addition, this design also uses layout arrangements aimed at determining facilities that help improve user comfort and increase work effectiveness, This aims to provide a good experience for employees and reduce waste of time and energy. So that the design of the Gresik Regency Transportation Office office with the Layout Arrangement approach in accordance with Government Regulation of the Republic of Indonesia No. 16 of 2021 which is implemented by the modernization of the secretariat spatial layout will have a significant impact that can increase the comfort and effectiveness of employees of the Gresik Regency Transportation Office.
