Abstract
Di sektor industri, kestabilan dan keamanan pada sistem tenaga listrik menjadi hal yang utama untuk menjamin kontinuitas dan keandalan operasi dari suatu sistem tenaga. PT. Pupuk Sriwidjaja (Pusri) Palembang merupakan BUMN yang didirikan sebagai pelopor industri pupuk urea bersubsidi dalam mendukung program pemerintah menjaga ketahanan pangan nasional. Untuk selalu memastikan tercukupinya kebutuhan daya serta upaya pengembangan, PT. Pusri Palembang melaksanakan pembangunan Pabrik Pusri III-B sebagai proyek revitalisasi menggantikan dua pabrik lamanya yakni Pusri III dan Pusri IV yang dinilai telah berteknologi lama dan boros penggunaan energi. Pembangkitan tenaga listrik pada suatu sistem tenaga seringkali mendapat gangguan yang tidak terhindarkan seperti terjadinya pembebanan secara tiba-tiba dan trip generator. Ketidakmampuan suatu pembangkit dalam menyuplai energi listrik umumnya ditandai dengan penurunan frekuensi dengan kemungkinan terburuk sistem akan mengalami pemadaman total (black out). Demi menjaga keamanan serta kestabilan sistem kelistrikan agar nilai frekuensi berada pada batas yang diizinkan akibat adanya penambahan pabrik baru Pusri III-B, melalui tugas akhir ini akan dilakukan analisis kestabilan transien dengan studi kasus generator lepas serta skema pengembalian frekuensi apabila terjadi gangguan yang tidak diinginkan di Pabrik Pusri III-B yakni dengan mempersiapkan mekanisme pelepasan beban (load shedding) sistem kelistrikan. Perencanaan sistem load shedding dilakukan menggunakan mekanisme status indicated dan standar frekuensi dengan mempertimbangkan aliran daya dan studi kasus kestabilan transien dari sistem kelistrikan Pabrik Pusri III-B yang diharapkan mampu memberi rekomendasi pola mekanisme pelepasan beban secara tepat dengan jumlah pelepasan beban seminimal mungkin sesuai standar sehingga mampu memulihkan serta mengamankan sistem secara cepat dan kestabilan sistem kelistrikan di Pabrik Pusri III-B dapat dipertahankan. Dari 23 skema yang dijalankan, skenario pelepasan beban rekomendasi menggunakan metode status pola operasi normal masih dapat meminimalisir besar kuantum load shedding eksisting yang telah dimiliki oleh PT. Pupuk Sriwidjaja Palembang namun dapat tetap menjaga kestabilan sistem kelistrikan sesuai dengan regulasi yang berlaku. Pelepasan beban menggunakan metode status lebih unggul jika dibandingkan dengan metode frekuensi tiga xii langkah karena memungkinkan terjadinya over dan under load shedding karena sistem hanya memantau respon dari frekuensi.

In the industrial sector, the stability and security of the electric power system is the main aspect to ensure the continuity and reliability of the operation of a power system. PT. Pupuk Sriwidjaja (Pusri) Palembang is a State-Owned Enterprise that was established as a pioneer in the subsidized urea fertilizer industry in support of the government's program to maintain national food safety. To always ensure the sufficiency of power needs and development efforts, PT. Pusri Palembang carried out the construction of the Pusri III-B Factory as a revitalization project to replace the two old factories, namely Pusri III and Pusri IV, which were considered to have old technology and wasteful use of energy. Electric power generation in a power system often gets unavoidable disturbances such as sudden loading and generator trips. The inability of a generator to supply electrical energy is generally characterized by a decrease in frequency with the worst possibility that the system will lead to a total blackout. In order to maintain the security and stability of the electrical system so that the frequency value is within the permissible limits due to the addition of a new Pusri III-B factory, a transient stability analysis will be carried out with a case study of a loose generator and a frequency return scheme in the event of unwanted disturbances in the system through this final project. The Pusri III-B factory is preparing a load shedding mechanism for the electrical system. Load shedding system planning is carried out using status indicated mechanisms and frequency standards by considering power flow and transient stability case studies from the Pusri III-B plant electrical system which are expected to be able to provide recommendations for the exact load shedding mechanism pattern with the minimum amount of load shedding according to the standard so that it can restore and secure the system quickly and the stability of the electrical system at the Pusri III-B Plant can be maintained.
