Abstract

Manajemen biaya perangkat lunak adalah salah satu faktor terpenting dalam menentukan keberhasilan proyek pengembangan perangkat lunak. Satu tahap dalam perencanaan proyek pengembangan perangkat lunak adalah estimasi usaha dan biaya. Penganggaran berdasarkan usaha juga dilakukan secara transparan dan akuntabel.
Salah satu masalah yang dihadapi PT. Vascomm Solusi Teknologi dalam pengerjaan suatu proyek adalah perhitungan estimasi biaya belum memiliki standar. Perbedaan biaya estimasi dan biaya eksekusi terjadi pada tahun 2019. Hal ini dikarenakan kurang tepatnya perhitungan estimasi usaha yang bekenaan langsung dengan lama periode dan biaya pengembangan.
PT. Vascomm Solusi Teknologi menggunakan Framework Agile-Scrum sebagai pengembangan perangkat lunaknya dan Object Oriented Programming pada sebagian besar proyeknya. Dibutuhkan model perhitungan untuk PT. Vascomm Solusi Teknologi yang sesuai dengan model pengembangannya. Use Case Point dapat dijadikan sebagai alat ukur usaha pengembangan perangkat lunak sekaligus dijadikan dasar untuk perhitungan biaya pengembangan. Use Case Point juga mempertimbangkan faktor teknis dan lingkungan.
Oleh karena itu, hal baru dalam penelitian ini adalah bagaimana menerapkan Use Case Point pada Scrum Framework untuk mendapatkan estimasi usaha dan biaya yang lebih akurat. Penelitian ini bertujuan untuk membandingkan hasil perhitungan realita dengan estimasi, Use Case Point dan Function Point dan perhitungan sebenarnya yang ada di PT. Vascomm Solusi Teknologi. Hasilnya didapatkan bahwa Use Case Point dapat diterapkan untuk perhitungan estimasi biaya pengembangan. Use Case Point dibandingkan Realita memiliki nilai deviasi yang lebih kecil yaitu 4-8%. Function Point dibandingkan Realita memiliki nilai deviasi yang lebih besar yaitu sekitar 86-169%. Realita-Estimasi dengan nilai deviasi 14-17%. Use Case Point menekan selisih biaya estimasi dan menjadi lebih akurat.

Software cost management is one of the most important factors that determine the success of software development project. One step in software development project planning is effort and cost estimation. Budgeting based on effort must be transparent and accountable.
One of the problems faced by PT. Vascomm Solusi Teknologi in software development is the unavailability of cost estimation calculation standard. The difference between estimation and actual cost occured in 2019. It is caused by the low accuracy of effort estimation calculation that is directly related to the length of period and development cost.
PT. Vascomm Solusi Teknologi uses Agile-scrum Framework as a model of software development and Object Oriented Programming in most of the projects. The calculation model that suits its development model is needed. Use case point can be used as measurement instrument for software development effort, also as a base for calculating the development cost. Use case point is not only calculating the number of features, but also considering technical and environmental factors.
Thus, the novelty of this research is how to apply the use case point in scrum framework to obtain more accurate effort and cost estimations. This research aims to compare the result of use case point with function point calculation and the actual calculation PT. Vascomm Solusi Teknologi. The results show that Use Case Point can be applied for calculating development cost estimation. The deviation of cost estimation compared to acual cost for Use Case Point, Function Point and, Estimation are 4-8%, 86-169%, and 14-17%, respectively. Use Case point is able to decrese the gap of estimation cost to e more accurate.
