Abstract

The thesis titled "Financial Feasibility Analysis of Onshore Power Supply (OPS) Implementation at Patimban Port" addresses the pressing need for sustainable operational practices in the maritime industry, particularly in light of climate change and the shipping sector's significant greenhouse gas emissions. The aim of this research is to provide a comprehensive financial assessment of OPS implementation at Patimban Port, one of Indonesia's major ports, by evaluating associated costs, potential revenues, and long-term financial benefits. The theoretical framework is grounded in sustainable port development and financial performance evaluation, focusing on the financial feasibility of OPS as Patimban Port expands its operations especially for vehicle terminal since it has been fully operated. Utilizing both qualitative and quantitative methodologies, the research examines capital and operational expenditures, revenue streams, and compliance costs, aiming to deliver insights for port authorities and operators. The main findings indicate that implementing OPS at Patimban Port is financially viable, with favorable cash flow analyses and key financial metrics such as Net Present Value (NPV), Internal Rate of Return (IRR) and payback period supporting this conclusion. The research also highlights the alignment of OPS with international environmental policies and the strong support from stakeholders, including government bodies and shipping companies, which is essential for successful adoption. However, challenges such as high initial capital costs and the need for technical expertise are acknowledged. In conclusion, the report affirms the financial feasibility of OPS at Patimban Port and emphasizes its potential to promote sustainable port operations. Recommendations include investing in necessary infrastructure, advocating for supportive government policies and financial incentives, enhancing stakeholder engagement, and establishing a monitoring framework to track OPS performance. Overall, the report aims to contribute to the body of knowledge on sustainable maritime practices and provide actionable insights for policymakers and industry stakeholders.

Tesis berjudul "Analisis Kelayakan Finansial Implementasi Onshore Power Supply (OPS) di Pelabuhan Patimban" membahas kebutuhan mendesak akan praktik operasional berkelanjutan dalam industri maritim, terutama mengingat perubahan iklim dan emisi gas rumah kaca yang signifikan dari sektor pelayaran. Tujuan penelitian ini adalah memberikan penilaian finansial komprehensif terhadap implementasi OPS di Pelabuhan Patimban, salah satu pelabuhan utama Indonesia, dengan mengevaluasi biaya terkait, potensi pendapatan, dan manfaat finansial jangka panjang. Kerangka teoretis didasarkan pada pengembangan pelabuhan berkelanjutan dan evaluasi kinerja keuangan, berfokus pada kelayakan finansial OPS seiring dengan ekspansi operasi Pelabuhan Patimban, terutama untuk terminal kendaraan yang telah beroperasi penuh. Menggunakan metodologi kualitatif dan kuantitatif, penelitian ini mengkaji pengeluaran modal dan operasional, aliran pendapatan, dan biaya kepatuhan, bertujuan memberikan wawasan bagi otoritas dan operator pelabuhan. Temuan utama menunjukkan bahwa implementasi OPS di Pelabuhan Patimban layak secara finansial, dengan analisis arus kas yang menguntungkan dan metrik keuangan utama seperti Net Present Value (NPV), Internal Rate of Return (IRR), dan periode pengembalian yang mendukung kesimpulan ini. Penelitian ini juga menyoroti keselarasan OPS dengan kebijakan lingkungan internasional dan dukungan kuat dari pemangku kepentingan, termasuk badan pemerintah dan perusahaan pelayaran, yang penting untuk adopsi yang berhasil. Namun, tantangan seperti biaya modal awal yang tinggi dan kebutuhan akan keahlian teknis diakui. Sebagai kesimpulan, laporan ini menegaskan kelayakan finansial OPS di Pelabuhan Patimban dan menekankan potensinya untuk mendorong operasi pelabuhan yang berkelanjutan. Rekomendasi meliputi investasi dalam infrastruktur yang diperlukan, advokasi kebijakan pemerintah yang mendukung dan insentif finansial, peningkatan keterlibatan pemangku kepentingan, dan pembentukan kerangka pemantauan untuk melacak kinerja OPS. Secara keseluruhan, laporan ini bertujuan untuk berkontribusi pada pengetahuan tentang praktik maritim berkelanjutan dan memberikan wawasan yang dapat ditindaklanjuti bagi pembuat kebijakan dan pemangku kepentingan industri.
