Abstract
Kondisi pelayaran saat ini, menunjukkan banyak kejadian yang dikategorikan sebagai IUU. Sistem pengambilan keputusan terjadinya IUU Transshipment diusulkan untuk membantu Kementerian Perikanan dan Kelautan. Sistem ini bekerja berdasarkan masukan dari data AIS, yang terdiri dari data statis dan dinamis. Sistem yang dirancang dengan menggunakan logika fuzzy tipe 2 terdiri dari 3 sub-sistem yaitu sub-sistem anomali, sub-sistem selection dan sub-sistem decision. Tujuan dari penelitian ini adalah untuk mengidentifikasi pergerakan 2 kapal yang diduga melakukan IUU Transshipment. Data AIS pada kapal yang digunakan adalah data di area laut Arafura yang diperoleh dari marinetraffic.com, NASDEC ITS dan Marine Reliability and Safety Laboratory. Data yang dikumpulkan berupa variabel posisi, kecepatan, heading dan rate of turn 2 kapal. Hasil penelitian menunjukkan beberapa pola yang dikategorikan sebagai keluaran sistem adalah nilai koefisien yang berkorelasi dengan besarnya dugaan terjadi IUU. Nilai lebih dari 50 dikategorikan diduga melakukan IUU dengan rata-rata nilai 74,997 dan nilai kurang dari 50 dengan rata-rata nilai 25,002 yang menunjukkan tidak terjadinya IUU Transshipment. Beberapa pola gerakan dari 2 kapal yang disimulasi dengan menggunakan sistem rancangan menghasilkan akurasi rata-rata 78,008%.

Current shipping conditions show that many incidents are categorized as IUU. The IUU Transshipment decision-making system is proposed to assist the Ministry of Fisheries and Marine Affairs. This system works based on input from AIS data, which consists of static and dynamic data. The system designed using fuzzy logic type 2 consists of 3 sub-systems, namely anomaly sub-system, selection sub-system and decision sub-system. The purpose of this study was to identify the movement of 2 vessels suspected of carrying out IUU Transshipment. The AIS data on the ship used is data in the Arafura sea area obtained from marinetraffic.com, NASDEC ITS and the Marine Reliability and Safety Laboratory. The data collected in the form of variable position, speed, heading and rate of turn of 2 ships. The results of the study show that several patterns that are categorized as system outputs are coefficient values that correlate with the magnitude of the alleged occurrence of IUU. A score of more than 50 is categorized as suspected of having IUU with an average value of 74,997 and a score of less than 50 with an average value of 25.002 which indicates the absence of IUU Transshipment. Several movement patterns of 2 ships that were simulated using the design system resulted in an average accuracy of 78.008%.
