Abstract

Perhitungan biaya dan ketepatan waktu peyelesaian proyek menjadi komponen vital yang harus diestimasikan dengan efektif dan merupakan suatu kriteria kesuksesan proyek. Pembengkakan biaya (cost overrun) dan keterlambatan waktu penyelesaian (time overrun) sudah menjadi fenomena utama dalam proyek konstruksi. PT XYZ merupakan perusahaan konstruksi tambang yang pada periode May 2023 telah mengalami cost overrun sehingga menyebabkan penambahan budget sebesar 21,6% dan berdasarkan baseline 1 st proyek di estimasikan selesai pada September 2023, namun telah mengalami time overrun dengan penundaan jadwal proyek hingga Agustus 2024. Penelitian ini mempunyai tujuan menganalisis faktor-faktor eksternal penyebab terjadinya cost overrun dan time overrun, menganalisis faktor yang paling dominan dan merumuskan rekomendasi yang efektif untuk meminimalisasi terjadinya cost overrun dan time overrun. Metode penelitian yang dipilih ialah Decision Making Trial and Evaluation Laboratory (DEMATEL) dan Analytical Network Process (ANP). Pemilihan metode ini bertujuan untuk mengidentifikasi hubungan antar faktor dan menganalisis faktor dominan dalam cost overrun dan time overrun. Proses pengumpulan data melalui penyebaran kuesioner yang dilakukan pada setiap metode kemudian penetapan treshold melalui Focus Group Discussion (FGD) bersama narasumber berpengalaman di bidang konstruksi dan menjadi key person dalam pengambilan keputusan pelaksanaan proyek PT XYZ. Hasil analisis DEMATEL disajikan dalam diagram relasi antar kriteria dengan menggunakan tresshold terpilih sebesar 0,5. Selanjutnya, uji ANP menggunakan software superdecision menghasilkan faktor yang paling dominan dalam mempengaruhi cost overrun dan time overrun adalah accuracy of SOW. Sehingga, untuk implikasi managerial bagi PT XYZ dalam mengelola proyek di masa mendatang ialah manajemen perlu meningkatkan akurasi SOW, dengan penundaan desain hingga SOW jelas dan tetap melakukan koordinasi tim yang lebih baik, serta pengelolaan anggaran yang fleksibel dengan memberikan biaya kontingensi untuk mengakomodir perubahan desain & SOW.

The estimation of costs and project completion timelines are essential components that need to be effectively assessed, as they are critical criteria for project success. Cost overrun and time overrun are major issues frequently encountered in construction projects. PT XYZ, a mining construction company, experienced a cost overrun in May 2023, resulting in a budget increase of 21.6%. The project, initially scheduled for completion by September 2023 based on the first baseline, encountered a time overrun, delaying the project completion to August 2024. This study aims to analyze external factors contributing to cost overrun and time overrun, identify the most significant factors, and develop effective recommendations to minimize these occurrences.The research methods are the Decision Making Trial and Evaluation Laboratory (DEMATEL) and the Analytical Network Process (ANP). These methods are selected to identify relationships between factors and analyze the dominant ones contributing to cost and time overruns. Data collection involved distributing questionnaires for each method, followed by setting a threshold through a Focus Group Discussion (FGD) with experienced construction experts who are key decision-makers in PT XYZ’s project execution. The DEMATEL analysis results are presented in a relational diagram using a selected threshold of 0.5. Subsequently, ANP testing through SuperDecision software reveals that the most dominant factor affecting cost and time overruns is the accuracy of the Scope of Work (SOW). Managerial implications, PT XYZ is advised to improve SOW accuracy, delay design stages until the SOW is clear, maintain better team coordination, and manage the budget more flexibly by including contingency funds to accommodate design and SOW changes.
