Abstract

Kabupaten Tabanan memiliki 15 TPS 3R yang tersebar di masing-masing kecamatan. Kecamatan Selemadeg Timur, Kerambitan, dan Marga merupakan 3 dari 9 kecamatan di Kabupaten Tabanan yang memiliki TPS 3R dengan keberlangsungan yang baik. Seluruh TPS 3R Kabupaten Tabanan berafiliasi langsung sebagai bank sampah induk yang nasabahnya berasal dari luar wilayah pelayanan TPS 3R. Sampah yang terkumpul dari TPS 3R dijual melalui bank sampah karena TPS 3R juga merupakan bagian dari bank sampah unit. Sampah dari Bank sampah kemudian dijual ke pihak pemanfaat sampah. Penelitian ini bertujuan untuk mengkaji potensi reduksi sampah, kondisi finansial dan menggambarkan aliran material sampah TPS 3R dan bank sampah induk Kabupaten Tabanan. Data primer pada tiap TPS 3R didapatkan dari hasil survey, wawancara dengan pengepul dan pemanfaat sampah. Pengukuran timbulan sampah dilakukan sesuai dengan SNI 19-3964-1994 selama 8 hari berturut turut. Penggambaran aliran material sampah didapatkan dari sampah masuk hasil pengangkutan hingga disalurkan kepihak pemanfaat sampah. Batas penggambaran aliran material sampah hanya meliputi Kabupaten Tabanan. Data sekunder dihimpun dari pihak pengelola TPS 3R dan bank sampah serta referensi lain seperti jurnal ilmiah, peraturan pemerintah, dan laporan keuangan bank sampah. Pada penelitian ini menunjukkan jika angka reduksi eksisting yang terjadi di TPS 3R Bantas lestari sebesar 21% dengan potensi reduksi 41,58%, TPS 3R Bayu Suci sebesar 7,34% dengan potensi reduksi sebesar 40%, dan TPS Bawana Lestari sebesar 19% dengan potensi reduksi 40%. Hasil Material Flow menunjukkan adanya kesamaan pengepul dari ketiga TPS 3R, pengepul Eco Bali mengambil sampah dari 3 TPS 3R untuk nantinya dijual ke luar pulau Bali untuk diproses lebih lanjut. Kondisi finansial ketiga TPS 3R masih dalam keadaan yang baik namun memerlukan bantuan subsidi dana dari pihak pemerintah dan pihak desan untuk keberlangsungan TPS 3R.

Tabanan Regency has 15 TPS 3R spread over each sub-district. Selemadeg Timur, Kerambitan, and Marga sub-districts are 3 of 9 sub-districts in Tabanan Regency that have TPS 3R with good sustainability. All TPS 3R in Tabanan is directly affiliated with the main waste bank whose customers come from outside the TPS 3R service area. The waste collected from the TPS 3R is sold through the waste bank because the TPS 3Ris also part of the unit waste bank. The waste from the waste bank is then sold to the waste users. This study aims to examine the potential for waste reduction, and financial conditions and describe the flow of waste material from TPS 3R and the main waste bank in Tabanan Regency. Primary data at each TPS 3R was obtained from survey results, and interviews with collectors and waste users. Measurement of waste generation is carried out according to SNI 19-3964-1994 for 8 consecutive days. The depiction of the flow of waste material is obtained from the incoming waste as a result of transportation until it is distributed to the waste utilization party. The boundary for delineating the flow of waste material only covers Tabanan Regency. Secondary data was collected from the management of TPS 3R and waste banks as well as other references such as scientific journals, government regulations, and waste bank financial reports. In this study, it shows that the existing reduction rate that occurs in Bantas Sustainable TPS 3R is 21% with a reduction potential of 41.58%, the Bayu Suci TPS 3Ris 7.34% with a reduction potential of 40%, and TPS Bawana Lestari is 19% with 40% reduction potential. Material Flow results show that there are similar between collectors from the three TPS 3R, Eco Bali collectors take waste from 3 TPS 3R to be later sold outside the island of Bali for further processing. The financial conditions of the three TPS 3R are still in good condition but require financial subsidies from the government and village authorities for the sustainability of the TPS 3R.
