Abstract
Instalasi Pengolahan Air Minum (IPAM) Karangpilang II merupakan salah satu IPAM yang dikelola oleh PDAM Surya Sembada Kota Surabaya. IPAM Karangpilang II memanfaatkan air baku yang berasal dari Kali Surabaya untuk pengolahan air sehingga menghasilkan air bersih yang dibutuhkan oleh masyarakat. Namun, seiring meningkatnya pertumbuhan penduduk menyebabkan pencemaran air baik di air tanah maupun air sungai turut meningkat. Sehingga, air baku yang digunakan oleh IPAM Karangpilang II seringkali tidak memenuhi baku mutu air kelas I PP No. 22 Tahun 2021. Hal tersebut memungkinkan adanya risiko terjadinya kegagalan pada unit pengolahan IPAM Karangpilang II yang masih menggunakan sistem pengolahan konvensional. Sehingga perlu dilakukan kajian mengenai evaluasi kinerja IPAM Karangpilang II dengan menggunakan metode Fault Tree Analysis untuk menganalisis risiko kegagalan yang dapat ditimbulkan. Metode Fault Tree Analysis (FTA) metode yang digunakan untuk menganalisis suatu potensi permasalahan yang dapat berisiko terjadi kegagalan pada suatu sistem sehingga dapat dilakukan upaya pencegahan masalah tersebut. Dalam metode Fault Tree Analysis, terdapat dua tahapan analisis yaitu tahap analisis kualitatif dan tahap analisis kuantitatif. Pada tahap analisis kualitatif didapatkan faktor risiko dari penurunan kinerja IPAM Karangpilang II berupa faktor risiko air baku, pembubuhan bahan kimia, proses pengolahan dan sistem backwash. Sedangkan pada tahap analisis kuantitatif dilakukan dengan melakukan perhitungan consequence dan likelihood yang menunjukkan bahwa terdapat kategori risiko pada penurunan kinerja IPAM Karangpilang II. Hasil analisis pada kajian ini diketahui kinerja IPAM Karangpilang II mengalami ketidaksesuaian efisiensi penurunan kekeruhan pada setiap unit. Pada kualitas air produksi, diketahui telah memenuhi baku mutu dalam PERMENKES No. 492 Tahun 2010 pada parameter kekeruhan, TDS, pH dan total coliform. Namun, pada parameter sisa klor masih belum memenuhi ketentuan dalam PERMENKES No. 736 Tahun 2010. Kemudian, kategori risiko pada kajian ini diketahui yaitu severe pada sub faktor clearator, high pada sub faktor kualitas air baku, dosis pembubuhan, bahan kimia dan unit filter, major pada sub faktor prasedimentasi dan desinfeksi, significant pada sub faktor backwash dan blower, dan trivial pada kuantitas air baku dan injektor. Nilai kategori risiko terbesar terjadi pada sub faktor clearator dengan kategori risiko severe dan nilai risiko sebesar 0,61 atau 61%. Pada mitigasi penurunan kinerja IPAM Karangpilang II dilakukan pada 8 subfaktor pada kategori risiko severe, yaitu OFR, Td, NRe, Solenoid, Aktuator, Pompa Submersible, Water Level Control, Tube Settler.

IPAM Karangpilang II is one of the water treatment plant managed by PDAM Surya Sembada, Surabaya. IPAM Karangpilang II uses raw water from Kali Surabaya for water treatment to produce clean water needed by the community. However, with increasing population growth, water pollution in both groundwater and river water also increases. Thus, the raw water used by IPAM Karangpilang II often does not qualify the water quality standards for Sungai Kelas I PP No. 22 of 2021. This allows for the risk of failure in the Karangpilang II IPAM processing unit which is still using the conventional processing system. So it is necessary to conduct a study on the performance evaluation of IPAM Karangpilang II by using the Fault Tree Analysis method to analyze the risk of failure that can be caused. Fault Tree Analysis (FTA) method is to used to analyze a potential problem that can risk a system failure so that efforts can be made to prevent the problem. In the Fault Tree Analysis method, there are two stages of analysis, namely the qualitative analysis stage and the quantitative analysis stage. At the qualitative analysis stage, the risk factors for decreasing the performance of IPAM Karangpilang II were in the form of risk factors for raw water, affixing chemicals, processing and backwash systems. Meanwhile, at the quantitative analysis stage, it is carried out by calculating the consequence and likelihood which shows that there are risk categories in the decline in the performance of IPAM Karangpilang II. The results of the analysis in this study revealed that the performance of IPAM Karangpilang II experienced a discrepancy in the efficiency of reducing turbidity in each unit. In terms of production water quality, it is known that it has met the quality standards in PERMENKES No. 492 of 2010 on the parameters of turbidity, TDS, pH and total coliform. However, the residual chlorine parameter still does not meet the provisions in PERMENKES No. 736 of 2010. Then, the risk categories in this study are known to be severe on the clearator sub-factor, high on the raw water quality sub-factor, affixing dose, chemicals and filter unit, major on the pre-sedimentation and disinfection sub-factor, significant on the backwash sub-factor and blower, and trivial on the quantity of raw water and injectors. The value of the largest risk category occurs in the clearator sub factor with a severe risk category and a risk value of 0.61 or 61%. Mitigating the decline in IPAM Karangpilang II performance was carried out on 8 sub-factors in the severe risk category, namely OFR, Td, NRe, Solenoid, Actuator, Submersible Pump, Water Level Control, Tube Settler.
