Abstract
Pemberdayaan perempuan merupakan aspek penting untuk mencapai kesetaraan gender. Melalui pemberdayaan, perempuan mendapatkan akses yang sama dengan laki-laki, terutama dalam sektor ekonomi. Berbagai kegiatan pemberdayaan telah dilakukan oleh pemerintah, namun partisipasi perempuan masih minim. Oleh karena itu, penelitian ini dilakukan dengan tujuan mengeksplorasi terkait implementasi kesetaraan gender tingkat desa melalui program pemberdayaan perempuan Desa Bunder. Implementasi kesetaraan gender ditinjau berdasarkan faktor yang memengaruhi keterlibatan perempuan, strategi kesetaraan gender yang diterapkan, dan dampak program pemberdayaan terhadap eksistensi perempuan di Desa Bunder. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Penentuan informan menggunakan teknik purposive sampling, dan pengumpulan data terdiri dari data primer melalui in-depth interview, observasi partisipatif, dan studi dokumentasi, serta data sekunder melalui eksplorasi studi literatur. Proses analisis data melalui tahap reduksi data, interpretasi data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa faktor yang memengaruhi keterlibatan perempuan Desa Bunder dalam program pemberdayaan adalah tingkat pendidikan, akses terhadap sumber daya, dan kebijakan pemerintah yang menjadi faktor pendukung sekaligus penghambat. Akan tetapi, untuk norma sosial dan budaya yang melekat di masyarakat Desa Bunder menjadi faktor penghambat karena budaya patriarkat yang kental tentang pembagian tugas berbasis gender. Kemudian, strategi kesetaraan gender di Desa Bunder berhasil terimplementasi dalam tiga tahapan pemberdayaan perempuan. Pada tahap persiapan dengan strategi menyadarkan para perempuan bahwa pemberdayaan melalui peran pemimpin perempuan dan metode word of mouth (WoM), tahap pembelajaran tergambarkan melalui keberadaan lembaga pemberdayaan khusus perempuan dan program-program yang dirancang, serta pada tahap kemandirian berhasil dicapai melalui proses transfer knowledge dan pemberian akses terhadap sumber daya permodalan. Perempuan Desa Bunder yang terlibat dan berpartisipasi dalam program pemberdayaan berhasil mengakses dan berpartisipasi dalam sektor produktif skala desa yang mana memberikan manfaat secara ekonomi dan sosial. Meskipun demikian, pada aspek kontrol, keterlibatan perempuan dalam program pemberdayaan belum berhasil merubah pola keputusan.

Women's empowerment is an important aspect to achieve gender equality. Through empowerment, women get the same access as men, especially in the economic sector. Various empowerment activities have been carried out by the government, but women's participation is still minimal. Therefore, this research was conducted with the aim of exploring the implementation of gender equality at the village level through the Bunder Village women's empowerment program. The implementation of gender equality is reviewed based on factors that affect women's involvement, the gender equality strategies implemented, and the impact of empowerment programs on the existence of women in Bunder Village. This research is a qualitative research with a case study approach. The determination of informants uses purposive sampling techniques, and data collection consists of primary data through in-depth interviews, participatory observations, and documentation studies, as well as secondary data through literature study exploration. The data analysis process goes through the stages of data reduction, data interpretation, and drawing conclusions. The results of the study show that the factors that affect the involvement of women in Bunder Village in the empowerment program are the level of education, access to resources, and government policies which are both supporting and inhibiting factors. However, for the social and cultural norms inherent in the Bunder Village community, it is an inhibiting factor because of the strong patriarchal culture about the gender-based division of tasks. Then, the gender equality strategy in Bunder Village was successfully implemented in three stages of women's empowerment. In the preparation stage with the strategy of making women aware that empowerment through the role of women leaders and the word of mouth (WoM) method, the learning stage is described through the existence of special women's empowerment institutions and designed programs, and at the stage of independence successfully achieved through the knowledge transfer process and providing access to capital resources. Women in Bunder Village who are involved and participate in empowerment programs have successfully accessed and participated in the village-scale productive sector which provides economic and social benefits. However, in terms of control, women's involvement in empowerment programs has not succeeded in changing the pattern of decision-making.
