Abstract
Kabupaten Pamekasan memiliki garis pantai yang cukup panjang yaitu 52 km dan didominasi oleh masyarakat pesisir. Usaha tambak udang vannamei menjadi salah satu usaha yang banyak berkembang di Kabupaten Pamekasan karena udang menjadi komoditas unggulan daerah tersebut. Namun, hal ini berbanding terbalik dengan pencapaian kesejahteraan masyarakat melalui aset penghidupan. Penelitian ini dilakukan dengan tujuan untuk mengetahui dampak operasional tambak intensif udang vannamei terhadap penghidupan masyarakat di Desa Tlesah, Kecamatan Tlanakan, Kabupaten Pamekasan. Penelitian ini berfokus pada bagaimana dampak operasional tambak intensif udang vannamei dapat memengaruhi penghidupan meliputi modal alam, modal manusia, modal sosial, modal fisik, dan modal finansial masyarakat sekitar. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian mixed methods dengan melakukan wawancara terstruktur, wawancara semiterstruktur, indepth interview, observasi, penyebaran kuesioner, dan dokumentasi. Teknik sampling pada penelitian ini menggunakan metode proportional random sampling karena karakteristik Masyarakat Desa Tlesah yang beragam. Hasil penelitian menunjukkan operasional Tambak Intensif Udang Vannamei di Desa Tlesah berdampak negatif terhadap modal alam sebesar 0,03. Hal tesebut disebabkan karena operasional tambak menimbulkan bau yang tidak sedap dan air yang terasa gatal di tubuh. Namun, operasional tambak berdampak positif terhadap modal manusia dari 2,78 menjadi 2,81 dan modal finansial dari 2,04 menjadi 2,13. Peningkatan modal manusia disebabkan karena tambak yang memprioritaskan masyarakat sekitar sebagai tenaga kerja harian sehingga berpengaruh positif terhadap durasi bekerja masyarakat. Sedangkan, dampak positif pada modal finansial disebabkan karena perubahan pendapatan masyarakat melalui upah tenaga kerja harian dan bantuan yang diterima masyarakat sekitar dari tambak seperti sembako serta hasil panen udang. Selain itu, operasional tambak tidak berdampak pada modal sosial dan modal fisik tetap di angka 2,26 dan 4,4. Modal sosial masyarakat tidak mengalami perubahan karena telah terbentuk sebelum operasional tambak. Begitu juga dengan modal fisik yang sudah ada sejak sebelum operasional tambak sehingga tidak ada pengaruh dari operasional tambak. Oleh karena itu, diperlukan beberapa strategi yang dilakukan oleh beberapa pihak agar dampak positif operasional tambak dapat merata di lima modal penghidupan Masyarakat Desa Tlesah.

Pamekasan Regency has a relatively long coastline of 52 km and is predominantly inhabited by coastal communities. Vannamei shrimp farming is one of the thriving businesses in Pamekasan Regency, as shrimp has become the region's flagship commodity. However, this contrasts with the achievement of community welfare through livelihood assets. This study aims to analyze the impact of intensive vannamei shrimp farming operations on the livelihoods of the community in Tlesah Village, Tlanakan District, Pamekasan Regency. The research focuses on how the operations of intensive shrimp farms affect the community's livelihood, including natural, human, social, physical, and financial capital. The research employs a mixed-methods approach through structured interviews, semistructured interview, indepth interviews, observations, questionnaires, and documentation. The sampling technique used in this study is proportional random sampling due to the diverse characteristics of the Tlesah Village community. The results indicate that the operations of intensive vannamei shrimp farms in Tlesah Village negatively impact natural capital, with a score of 0.03. This is due to unpleasant odors and water causing skin irritation. However, the operations positively impact human capital, which increased from 2.78 to 2.81, and financial capital, which rose from 2.04 to 2.13. The increase in human capital is attributed to the shrimp farms prioritizing local residents as daily workers, positively affecting their working hours. Meanwhile, the positive impact on financial capital is due to changes in community income through daily wages and assistance provided by the shrimp farms, such as food packages and shrimp harvests. Additionally, the operations have no impact on social and physical capital, which remain unchanged at 2.26 and 4.4, respectively. Social capital has not changed as it was already established before the shrimp farm operations, while physical capital existed prior to the operations, leading to no influence from the farms. Therefore, strategies are needed by various stakeholders to ensure the positive impacts of shrimp farm operations are distributed across all five livelihood capitals of the Tlesah Village community.
