Abstract

Jaringan irigasi memegang peranan penting dalam menunjang keberlanjutan sektor pertanian. Penurunan kinerja jaringan irigasi dapat berdampak langsung pada petani, mengakibatkan permasalahan ekonomi dan sosial. Oleh karena itu, evaluasi kinerja sistem irigasi menjadi langkah strategis untuk mengoptimalkan pengalokasian air dan meminimalkan risiko tersebut. Penelitian ini bertujuan untuk mengevaluasi jaringan irigasi dengan pendekatan yang lebih komprehensif dan valid. Saat ini, penilaian jaringan irigasi dilakukan berdasarkan Permen PU No. 12/PRT/M/2015 melalui platform e-Paksi. Namun, metode ini memiliki keterbatasan, yaitu hanya melibatkan penilaian dari satu pihak tanpa mempertimbangkan pandangan bidang lain seperti pertanian dan praktisi irigasi. Selain itu, dalam menilai jaringan irigasi juga perlu dilakukan analisis terkait kemampuan atau ketersediaan debit dalam memenuhi kebutuhan pola tanam. Untuk menjawab permasalahan tersebut, penelitian ini menggunakan pendekatan Analytical Hierarchy Process (AHP) yang melibatkan berbagai pemangku kepentingan, termasuk praktisi, petani, dan pihak terkait lainnya. AHP digunakan untuk mengakomodasi subjektivitas dalam penilaian, sehingga menghasilkan prioritas perbaikan jaringan yang lebih inklusif. Selanjutnya, penelitian ini juga menganalisis ketersediaan debit dengan 13 model alternatif pola tanam untuk mencapai hasil yang optimal. Validasi dilakukan menggunakan Benefit-Cost Ratio (BCR) untuk memastikan pola tanam yang diusulkan memenuhi kriteria kelayakan (BCR > 1). Hasil penelitian menunjukkan perbedaan prioritas jaringan antara model AHP dan e-Paksi. Model AHP menempatkan Sekunder Karang sebagai prioritas utama, sedangkan e-Paksi memprioritaskan Sekunder Sumber Batang. Namun, keduanya sepakat pada prioritas terakhir, yaitu Sekunder Ulo. Perbedaan ini disebabkan oleh jumlah responden, perbedaan persepsi, serta aksesibilitas data yang terbatas pada e-Paksi. Apabila ditinjau berdasarkan analisis pola tanam menunjukkan bahwa alternatif kedua menghasilkan tingkat tanam tertinggi (IP 157%) dengan BCR sebesar 1,7, sehingga dinyatakan layak diterapkan. Penelitian ini membuktikan bahwa pendekatan AHP mampu memberikan hasil yang lebih akurat dan representatif dalam evaluasi jaringan irigasi, sekaligus menawarkan solusi pola tanam yang optimal dan berkelanjutan.

Irrigation networks play an important role in supporting the sustainability of the agricultural sector. The decline in the performance of irrigation networks can have a direct impact on farmers, resulting in economic and social problems. Therefore, the performance evaluation of the irrigation system is a strategic step to optimize water allocation and minimize these risks. This study aims to evaluate irrigation networks with a more comprehensive and valid approach. Currently, the assessment of the irrigation network is carried out based on the Minister of Public Works Regulation No. 12/PRT/M/2015 through the e-Paksi platform. However, this method has limitations, namely it only involves an assessment from one party without considering the views of other fields such as agriculture and irrigation practitioners. In addition, in assessing the irrigation network, it is also necessary to conduct an analysis related to the ability or availability of discharge to meet the needs of planting patterns. To answer these problems, this study uses the Analytical Hierarchy Process (AHP) approach which involves various stakeholders, including practitioners, farmers, and other related parties. AHP is used to accommodate subjectivity in assessment, resulting in a more inclusive network improvement priority. Furthermore, this study also analyzes the availability of discharge with 13 alternative models of planting patterns to achieve optimal results. Validation was carried out using the Benefit-Cost Ratio (BCR) to ensure that the proposed planting pattern met the eligibility criteria (BCR > 1). The results show that there is a difference in network priority between the AHP and e-Paksi models. The AHP model places the Karang Secondary Network as the top priority, while the e-Paksi prioritizes the Sumber Batang Secondary Network. However, both agreed on the last priority, namely Secondary Ulo. This difference is due to the number of respondents, differences in perception, and limited data accessibility on e-Paksi. When viewed based on cropping pattern analysis, it shows that the second alternative produces the highest planting rate (IP 157%) with a BCR of 1.7, so it is declared feasible to apply. This study proves that the AHP approach is able to provide more accurate and representative results in the evaluation of irrigation networks, while offering optimal and sustainable planting pattern solutions.
