Abstract
PT. Pertamina (Persero) mengembangkan perluasan jaringan lembaga penyalur yang dinamakan Pertashop (Pertamina Shop), yaitu suatu outlet penjualan BBM non subsidi yang bertujuan untuk melayani kebutuhan energi masyarakat pedesaan yang belum terlayani oleh SPBU. Unit bisnis PT. Pertamina (Persero) yang giat dan berhasil mengembangkan outlet Pertashop adalah Pertamina Regional Sumbagsel (Sumatra Bagian Selatan) dengan jumlah unit Pertashop terbanyak yaitu sebanyak 1.217 unit Pertashop. Dari sejumlah unit Pertashop tersebut, Integrated Terminal (IT) Panjang menjadi Terminal BBM yang paling banyak menyuplai unit Pertashop di wilayah Regional Sumbagsel yaitu sebanyak 382 unit Pertashop, dimana unit-unit tersebut berada di Provinsi Lampung. Semakin menggeliatnya bisnis Pertashop ternyata menimbulkan tantangan tersendiri dalam sisi pelayanan delivery BBM dari supply point (IT Panjang) ke unit Pertashop. Jarak, waktu tempuh, dan kondisi jalan menjadi aspek tantangan yang dialami. Frekuensi kejadian kritis stock BBM di unit Pertashop sering terjadi dan cenderung meningkat. Skema pelayanan delivery eksisting langsung dari supply point (IT Panjang) bukan opsi terbaik untuk menjaga continuity replenishment stock. Metodologi pemecahan masalah dalam penelitian ini adalah melalui penyediaan SPBU Hub sebagai supply point alternatif baru untuk unit Pertashop, dimana lokasi SPBU Hub ini cenderung lebih dekat dengan unit Pertashop. Untuk menentukan jumlah dan lokasi SPBU Hub digunakan metode kombinasi yaitu penggunaan metode cluster K-Means untuk menentukan jumlah SPBU Hub dan menggunakan metode center of gravity dan Mixed Integer Linear Programming (MILP) untuk menentukan SPBU reguler eksisting yang akan dijadikan SPBU Hub. Diperoleh 4 (empat) cluster wilayah untuk unit - unit Pertashop dengan jumlah SPBU Hub sebanyak 7 (tujuh) unit sebagai supply point untuk unit Pertashop tersebut. Dengan pola penerapan SPBU Hub sebagai supply point unit – unit Pertashop di Provinsi Lampung memiliki implikasi menurunkan cost ongkos angkut sebesar 31%.

PT. Pertamina (Persero) is developing an expansion of the channeling agency network called Pertashop (Pertamina Shop), which is a non-subsidized fuel sales that aims to serve the energy needs of rural communities that have not been served by gas stations. Business units of PT. Pertamina (Persero) that is active and successful in developing Pertashop outlets is Pertamina Regional Sumbagsel (Southern Sumatra), the business unit with the largest amount of Pertashop units with amount of 1,217 Pertashop units. From that amount of Pertashop units, Integrated Terminal (IT) Panjang is the Fuel Terminal that supplies the most Pertashop units in Regional Sumbagsel with amount of 382 Pertashop units, these units located in Lampung Province. The increasing number of trend Pertashop business, it turns out develop challenges in terms of fuel delivery services from supply point (Integrated Terminal Panjang) to Pertashop units. Distances, travel times, and road conditions are some aspects of the challenges experienced. The frequency of critical stock events in Pertashop units often occurs and tend to increase. The existing delivery service scheme which is direct deliver from Integrated Terminal Panjang to Pertashop units is not the best option to maintain the continuity replenishment of stock. The methodology of problem solving in this study is through providing gas stations hub as a new alternative supply point for Pertashop unit, where the location of this gas station hub tends to be closer to Pertashop unit. To determine the number and location of gas stations hub, researcher used combination methods. Cluster K-Means method to determine the number of gas stations hub then using center of gravity method and Mixed Integer Linear Programming (MILP) to determine existing regular gas station as a gas stations hub. Four regional clusters were obtained for Pertashop units with a total of 7 (seven) Gas Station Hub as supply points for Pertashop units. Implementing Gas Station Hub as a supply point for Pertashop units in Lampung Province has implication in reducing transportation cost to 31%.
