Abstract

Pengambilan keputusan terkait change order pada proyek Operator Training Simulator di industri minyak dan gas merupakan proses yang kompleks, melibatkan evaluasi kriteria biaya, waktu, kualitas, dan risiko. Penelitian ini bertujuan untuk mengidentifikasi kriteria dan subkriteria yang relevan, menyusun model pengambilan keputusan berbasis Analytic Network Process (ANP), dan menghasilkan rekomendasi strategis terbaik. Menggunakan metode Delphi untuk identifikasi kriteria, DEMATEL untuk menganalisis keterkaitan antar kriteria, dan ANP untuk pembobotan alternatif, penelitian ini mengevaluasi empat alternatif keputusan: menerima change order, menolak change order, menerima sebagian change order, dan membuat kontrak baru. Hasilnya menunjukkan bahwa menerima sebagian change order adalah alternatif terbaik dengan bobot tertinggi (0,576), diikuti menerima change order (0,206), menolak change order (0,129), dan membuat kontrak baru (0,088). Model ini diharapkan membantu perusahaan dalam pengambilan keputusan strategis pada proyek-proyek serupa di masa depan.

Decision-making for change orders in the Operator Training Simulator project within the oil and gas industry is a complex process, requiring the evaluation of cost, time, quality, and risk criteria. This study aims to identify relevant criteria and sub-criteria, develop a decision-making model based on the Analytic Network Process (ANP), and provide the best strategic recommendations. Using the Delphi method to identify criteria, DEMATEL to analyze interrelationships, and ANP for weighting alternatives, the study evaluates four decision alternatives: accepting the change order, rejecting the change order, partially accepting the change order, and creating a new contract. The results show that partially accepting the change order is the best alternative with the highest weight (0.576), followed by accepting the change order (0.206), rejecting the change order (0.129), and creating a new contract (0.088). This model is expected to assist the company in making strategic decisions for similar projects in the future.
