Abstract
Perusahaan Umum Daerah Air Minum Tirta Giri Nata (Perumda AM TGN) Kota Cirebon memiliki cakupan pelayanan sebesar 40,67% pada tahun 2022. Tingkat kehilangan air di Kota Cirebon sebesar 42,39% atau sebanyak 12.080.999 m3 dan potensi kehilangan pendapatan sebesar Rp. 72.133.569.504. Pengendalian kehilangan air perlu dilakukan dengan memetakan strategi optimalisasi DMA eksisting. NRW rata-rata dari bulan Januari 2023 hingga April 2024 pada DMA Arum Sari adalah 41,31% dan pada DMA IAIN adalah 38,22%. Pada April 2024, DMA Arum Sari memiliki 677 unit SR dan nilai NRW 41,25% atau 10.048 m3 air hilang. Potensi kehilangan pendapatan melalui NRW pada DMA IAIN mencapai Rp.48.632.320,00. DMA IAIN memiliki 813 unit SR dan nilai NRW 39.42% atau 13.920m3 air hilang. Potensi kehilangan pendapatan melalui NRW pada DMA IAIN mencapai Rp. 67.372.800,00. Penurunan NRW pada kedua DMA menjadi 20% dapat menyelamatkan air total 11.934 m3. Nilai tersebut setara dengan Rp 57.760.560,00. Tujuan dari penelitian ini adalah melakukan optimalisasi DMA untuk penurunan kehilangan air di DMA Arum Sari dan DMA IAIN. Optimalisasi DMA untuk penurunan kehilangan air perlu memperhatikan beberapa aspek yaitu aspek teknis, finansial, dan kelembagaan sehingga didapatkan strategi penurunan yang terbaik. Metode yang digunakan untuk mengetahui komponen penyebab kehilangan air adalah analisis neraca air menggunakan perangkat lunak WB-EasyCalc. Metode untuk mengkaji strategi optimalisasi penurunan kehilangan air adalah dengan simulasi hidrolis menggunakan perangkat lunak EPANET. Analisis finansial dilakukan dengan memperhitungkan Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate Return (IRR), dan Payback Period (PP). Analisis kelembagaan dilakukan dengan metode Strengths, Weaknesses, Opportunities, and Threats (SWOT). Kehilangan air pada tahun 2023 DMA Arum Sari sebesar 43,90% dan DMA IAIN sebesar 44,26%. Strategi teknis optimalisasi DMA dilakukan untuk menurunkan kehilangan air fisik dan nonfisik sehingga pada tahun ke-5 nilai kehilangan air DMA Arum Sari menjadi 24,93% dan DMA IAIN menjadi 22,34%. Strategi dari hasil analisis aspek kelembagaan yang diperlukan adalah berdasarkan kelemahan dan ancaman yang dimiliki. Hasil analisis kelayakan untuk strategi optimalisasi DMA dengan menggabungkan biaya yang dibutuhkan dan potensi pendapatan setiap tahun dari DMA Arum Sari dan DMA IAIN didapatkan nilai NPV, BCR, IRR, dan PP adalah layak.

In 2022, Perusahaan Umum Daerah Air Minum Tirta Giri Nata (Perumda AM TGN) Kota Cirebon has 40.67% service area. The water loss in Cirebon City is 42,39%, or as much as 12.080.999 m3, and the potential loss of income is Rp. 72.133.569.504,00. To control water loss, the current DMA optimization method must be mapped out. The average of NRW from January 2023 to April 2024 in DMA Arum Sari is 41.31%, and in DMA IAIN DMA is 38,22%. In April 2024, with 677 water meter units for each client, DMA Arum Sari's NRW value was 41,25%, resulting in 10,048 m3 and reached Rp. 48.632.320,00 of income loss potential through NRW. In April 2024, with 813 water meter units for each client, DMA IAIN's NRW value was 39,42%, resulting in 13,920 m3 and reached Rp. 67.372.800,00 of income loss potential through NRW. A 20% reduction of NRW in both DMAs can save 11,934 m3 of water. This amount is equal to Rp. 57.760.560,00. This study aims to optimize DMA to minimize water loss in DMA Arum Sari and DMA IAIN. Optimization of DMAs to reduce water loss needs to consider several aspects, namely technical, financial, and institutional aspects, so that the best reduction strategy can be achieved. The method used to determine the components that cause water loss in DMA is water balance analysis using WB-EasyCalc software. The method to assess the optimization strategy for reducing water loss is hydraulic simulation using EPANET software. The financial analysis was conducted by calculating the Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate Return (IRR), and Payback Period (PP). Institutional analysis was conducted using the Strengths, Weaknesses, Opportunities, and Threats (SWOT) method. Water loss in 2023 for DMA Arum Sari was 43.90% and for DMA IAIN was 44.26%. The technical strategy of DMA optimization is carried out to reduce physical and non-physical water loss so the value of water loss in 5th year of DMA Arum Sari will 24.93% and DMA IAIN will 22.34%. The results of Institutional analysis strategies are based on weaknesses and threats. The results of financial analysis for the DMA optimization strategy by combining the costs and the potential income each year from DMA Arum Sari and DMA IAIN obtained NPV, BCR, IRR, and PP values are feasible.
