Abstract
Perumda Air Minum Tirta Giri Nata Kota Cirebon pada tahun 2023 memiliki nilai Non Revenue Water (NRW) sebesar 37,97% dengan potensi kehilangan pendapatan akibat kehilangan air mencapai Rp 72,13 Miliar. Hal ini menunjukkan nilai NRW Perumda Air Minum Tirta Giri Nata masih jauh di atas target RPJPN 2025-2045 yaitu dengan standar nasional 25%. Strategi pengendalian NRW pasif yang semula diterapkan perlu beralih menjadi pengendalian proaktif melalui pembentukan District Metered Area (DMA), karena hingga tahun 2023 hanya 11.596 sambungan pelanggan (20,24% dari total pelayanan) yang termonitor melalui DMA. Selain itu banyaknya laporan kebocoran pada wilayah pelayanan Pilang Raya dan Puri Pembangunan. Penelitian ini bertujuan untuk mengendalikan tingkat kehilangan air melalui perencanaan pembentukan DMA pada wilayah pelayanan Pilang Raya dan Puri Pembangunan yang layak secara teknis, keuangan, dan kelembagaan. Analisis dilakukan terhadap 3 (tiga) aspek yaitu aspek teknis untuk menganalisis kondisi eksisting, perencanaan pembentukan DMA, serta simulasi DMA menggunakan pemodelan EPANET 2.2. Aspek keuangan bertujuan untuk menganalisis kelayakan investasi dengan menghitung Net Present Value (NPV), Benefit Cost Ratio (BCR), Payback Period (PP) dan Performance Based Contract (PBC). Penentuan alternatif skenario terbaik menggunakan metode Simple Additive Weighting (SAW). Analisis kelembagaan dilakukan dengan metode Strengths, Weaknesses, Opportunities, and Threats (SWOT). Komponen penyebab NRW terbesar di wilayah pelayanan Pilang Raya dan Puri Pembangunan yaitu komponen kehilangan air fisik. Dengan kehilangan air fisik pada wilayah Pilang Raya sebesar 46,64 % (280.622 m3/tahun) dan pada wilayah Puri Pembangunan sebesar 36,49% (68.004 m3/tahun). Strategi pengendalian kehilangan air melalui pembentukan DMA Pilang Raya dan DMA Puri Pembangunan terdiri dari 2 skenario. Rekomendasi pembentukan DMA yang diusulkan berdasarkan perangkingan skenario yang mengacu pada 7 (tujuh) parameter yaitu pembentukan DMA Pilang Raya skenario 1 dan DMA Puri Pembangunan skenario 1. Potensi penurunan NRW pada DMA Pilang Raya skenario 1 dan DMA Puri Pembangunan skenario 1 sebesar 20,26% (121.885,60 m3) dan 7,42% (12.913,76 m3). Berdasarkan analisis terhadap aspek keuangan, skenario pada kedua wilayah telah layak secara finansial setelah dianalisis nilai NPV, BCR, PP dan PBC. Berdasarkan analisis aspek kelembagaan, strategi yang tepat pada Perumda Air Minum Tirta Giri Nata Kota Cirebon yaitu Promote Anggressive Strategy (Kuadran I).

Perumda Air Minum Tirta Giri Nata Kota Cirebon in 2023 had a Non Revenue Water (NRW) value of 39,97% with total losses due to water loss reaching 73,13 billion. This shows that the NRW value of Perumda Air Minum Tirta Giri Nata is still far above the RPJPN 2025-2045 target the national standard of 25%. The passive NRW control strategy that was originally implemented needs to be switched to proactive control through the establishment of a District Metered Area (DMA), because until 2023 only 11,596 customer connections (20.24% of the total service) are monitored through the DMA. In addition, there are many reports of leaks in the Pilang Raya and Puri Pembangunan service areas. This study aims to control level water loss through planning the establishment of a DMA in Pilang Raya and Puri Pembangunan service areas that is technically, financially, and institutionally feasible. The analysis was conducted on three aspects, namely technical aspects to analyze existing conditions, DMA formation planning, and DMA simulation using EPANET 2.2 modeling. The financial aspect aims to analyze investment feasibility by calculating Net Present Value (NPV), Benefit Cost Ratio (BCR), Payback Period (PP) and Performance Based Contract (PBC). Determination of the best alternative scenario using the Simple Additive Weighting (SAW) method. Institutional analysis was conducted using the Strengths, Weaknesses, Opportunities, and Threats (SWOT) method. The largest component causing NRW in Pilang Raya and Puri Pembangunan service areas is the physical water loss component. With physical water loss in Pilang Raya area amounting to 46,64% (280.622 m3/year) and in Puri Pembangunan area amounting to 36,49% (68.004 m3/year). The strategy to water losses control through the formation of DMA Pilang Raya and DMA Puri Pembangunan consists of 2 scenarios. Recommendations for the formation of the suggested DMA based on scenario ranking that refers to 7 (seven) parameters, namely the formation of DMA Pilang Raya scenario 1 and DMA Puri Pembangunan scenario 1. The potential reduction of NRW in DMA Pilang Raya scenario 1 and DMA Puri Pembangunan scenario 1 is 20,26% (121.885,60 m3) and 7,.42% (12.913,76 m3). Based on the analysis of financial aspects, the scenarios in both regions are financially feasible after analyzing the NPV, BCR, PP and PBC values. Based on the analysis of institutional aspects, the appropriate strategy for Perumda Air Minum Tirta Giri Nata Cirebon City is Promote Progressive Strategy (Quadrant I).
