Abstract
Seiring dengan berkembangnya zaman, peningkatan jumlah penduduk dan sektor industri dapat memengaruhi penurunan kualitas air baku yang digunakan dalam pengolahan air minum. Hal tersebut menyebabkan semakin tingginya tingkat pencemaran air sungai, termasuk sungai Kabupaten Sidoarjo. Akibatnya, air sungai Kabupaten Sidoarjo memiliki kualitas air baku yang kurang memenuhi ketentuan baku mutu yang dipersyaratkan sebagai air baku air minum. Permasalahan yang dihadapi oleh IPA Siwalanpanji ialah terdapat unit pengolahan yang kurang bekerja secara optimal sehingga mengakibatkan beberapa parameter pada air hasil produksi
tidak memenuhi sebagai persyaratan air minum yang telah ditetapkan. Pada penelitian ini dilakukan penelitian laboratorium dan penelitian lapangan untuk menganalisis risiko potensial kegagalan dari IPA Siwalanpanji. Penelitian laboratorium dilakukan untuk melakukan pengujian air hasil produksi terhadap parameter ialah kekeruhan, pH, total Escherichia coli, zat organik, TDS, dan sisa klor. Hasil dari analisis laboratorium, observasi langsung, dan kuisioner dipetakan dalam diagram fishbone untuk mengetahui faktor penyebab potensial kegagalan yang berpengaruh selama proses produksi. Penyebab potensial kegagalan yang telah dipetakan pada diagram fishbone, dilanjutkan dengan melakukan analisis Failure Mode and Effect Analysis (FMEA) guna mengidentifikasi potensi masalah atau kegagalan dalam suatu proses sehingga dapat diambil tindakan dalam mengatasi permasalahan tersebut. Hasil dari penelitian ini menunjukkan bahwa terdapat beberapa aspek yang mengakibatkan
kegagalan potensial, diantaranya unit intake, unit koagulasi, unit flokulasi, unit sedimentasi, unit filtrasi, dan aspek sumber daya manusia. Berdasarkan analisis FMEA, diperoleh kegagalan potensial yang memiliki nilai Risk Priority Number (RPN) terbesar, yaitu waktu detensi pada
unit koagulasi. Hasil akhir dari penelitian ini ialah usulan perbaikan terhadap proses pengolahan air di IPA Siwalanpanji berdasarkan nilai RPN tertinggi. Diharapkan usulan perbaikan dapat dijadikan saran untuk mengoptimalkan sistem pengolahan air sehingga dapat meningkatkan pelayanan kepada pelanggan.

As time progresses, the increasing population and industrial sector can adversely affect the quality of raw water used in drinking water treatment. This leads to a rising level of river pollution, including that of the Sidoarjo River. Consequently, the raw water quality from the Sidoarjo River does not meet the required standards for drinking water sources. The issues faced by the Siwalanpanji Water Treatment Plant (WTP) include suboptimal performance of certain treatment units, resulting in several parameters of the produced water failing to meet established drinking water quality standards.This study involves both laboratory and field research to analyze the potential failure risks of the Siwalanpanji WTP. Laboratory tests were conducted to evaluate the produced water against parameters such as turbidity, pH, total Escherichia coli, organic matter, total dissolved solids (TDS), and residual chlorine. The results from laboratory analyses, direct observations, and questionnaires were mapped using a fishbone diagram to identify potential causes of failures that may impact the production process. The potential causes identified in the fishbone diagram were further analyzed using Failure Mode and Effects Analysis (FMEA) to pinpoint potential issues or failures within the process, allowing for appropriate corrective actions. The results of this study indicate that several aspects contribute to potential failures, including the intake unit, coagulation unit, flocculation unit, sedimentation unit, filtration unit, and human resource factors. Based on the FMEA analysis, the potential failure with the highest Risk Priority Number (RPN) was identified as the detention time in the coagulation unit. The final outcome of this study is a set of proposed improvements to the water treatment process at the Siwalanpanji Water Treatment Plant, based on the highest RPN values. These proposed improvements are expected to serve as recommendations to optimize the water treatment system, thereby enhancing service quality for customers.
