Abstract

Pembangunan infrastruktur merupakan aspek penting dari keberhasilan suatu negara. Di Indonesia, meskipun pembangunan infrastruktur terus mengalami kemajuan, masalah ketimpangan dan kesenjangan sosial masih menjadi tantangan. Sebagai respons, pemerintah meluncurkan program Infrastruktur Berbasis Masyarakat (IBM). Namun, dalam implementasinya, terdapat kendala, seperti rendahnya partisipasi masyarakat, terutama dari kelompok rentan. Selain itu, pengadaan konstruksi saat ini lebih terfokus pada value for money, seharusnya juga mempertimbangkan penciptaan nilai sosial. Tujuan Penelitian ini untuk merumuskan kriteria pengadaan sosial yang relevan serta menentukan tingkat prioritasnya dalam program IBM di Indonesia. Metode yang digunakan adalah Analytical Hierarchy Process (AHP) dan Fuzzy Comprehensive Evaluation (FCE). AHP digunakan untuk mengevaluasi konsistensi penilaian antar kriteria, sementara FCE berfungsi untuk mengatasi kelemahan AHP terkait sifat subjektif kriteria. Responden dalam penelitian ini melibatkan pemangku kepentingan program IBM di Provinsi Jawa Timur. Hasil analisis melalui kuesioner menghasilkan rancangan model dan simulasi penerapan penilaian yang dapat membantu pengambil keputusan dalam penerapan pengadaan sosial. Dengan penelitian ini didapatkan hasil framework penilaian pengadaan sosial program Infrastruktur Berbasis Masyarakat (IBM) yaitu Warisan Budaya dengan 2 sub kriteria, Tenaga Kerja dengan 4 sub kriteria, Kesehatan dan Keselamatan Kerja dengan 4 sub kriteria, Sumber Daya Lokal dengan 2 sub kriteria, Etika Profesi dengan 4 sub kriteria, serta Pelatihan dengan 2 sub kriteria. Pada penerapan hasil akhir model didapatkan nilai pengadaan sosial sebesar 0,943. Temuan – temuan ini dapat menjadi dasar bagi penelitian lain untuk memberikan panduan sistematis dalam meningkatkan nilai sosial pada program Infrastruktur Berbasis Masyarakat (IBM) di Indonesia.

Infrastructure development is an important aspect of a country's success. In Indonesia, although infrastructure development continues to progress, the problem of inequality and social inequality is still a challenge. In response, the government launched the Community-Based Infrastructure (CBI) program. However, in its implementation, there are obstacles, such as low community participation, especially from vulnerable groups. In addition, construction procurement is currently more focused on value for money, it should also consider the creation of social value.
The purpose of this research is to formulate relevant social procurement criteria and determine the priority level in the IBM program in Indonesia. The methods used are Analytical Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation (FCE). AHP is used to evaluate the consistency of assessment between criteria, while FCE serves to overcome AHP's weaknesses related to the subjective nature of the criteria. Respondents in this study involved CBI program stakeholders in East Java Province. The results of the analysis through the questionnaire produced a model design and simulation of the application of assessments that can help decision-makers in the implementation of social procurement. With this research, the results of the social procurement assessment framework of the Community-Based Infrastructure (CBI program were obtained, namely Cultural Heritage with 2 sub-criteria, Labor with 4 sub-criteria, Occupational Health and Safety with 4 sub-criteria, Local Resources with 2 sub-criteria, Professional Ethics with 4 sub-criteria, and Training with 2 sub-criteria. In the application of the final results of the model, a social procurement value of 0.943 was obtained. These findings can be the basis for other research to provide systematic guidance in increasing social value in Community-Based Infrastructure (CBI) programs in Indonesia.
