Abstract
Dalam perkembangan teknologi yang sedemikian pesat, pemerintah dituntut untuk dapat mengadopsi dan memanfaatkan teknologi informasi tersebut dalam berbagai inisiatif layanan publik. Salah satu inisiatif tersebut adalah aplikasi Identitas Kependudukan Digital (IKD). Berbagai faktor seperti kemudahan, kenyamanan, pengaruh sosial serta kecemasan terhadap keamanan data pribadi menjadi faktor yang belum banyak diteliti. Untuk itu penelitian ini diharapkan dapat mengetahui faktor penerimaan masyarakat terhadap aplikasi layanan publik dengan meneliti lebih jauh unsur privasi data pengguna. Penelitian ini menggunakan kerangka kerja UTAUT yang diperluas dengan menggunakan variabel terkait Privacy Calculus Theory dan variabel regulasi. Penelitian melibatkan 616 responden dan analisis data dilakukan dengan metode PLS-SEM menggunakan SmartPLS4 sebagai software untuk analisis data. Hasil penelitian menunjukkan bahwa pengaruh sosial cukup dominan dalam mempengaruhi kepercayaan masyarakat terhadap aplikasi. Selain itu ditemukan pula bahwa sebagian besar pengguna cenderung abai terhadap privasi sepanjang pengguna menilai terdapat manfaat dari penggunaan aplikasi. Namun demikian faktor privasi diprediksi akan menjadi penghambat jika tidak diantisipasi secara baik oleh pemerintah. Penelitian juga menunjukkan pengaruh siginifikan adanya peraturan pemerintah, sehingga sangat penting adanya kebijakan yang melindungi privasi pengguna.

In such a rapid development of technology, the government is required to be able to adopt and utilize information technology in various public service initiatives. One of these initiatives is the Digital Population Identity (IKD) application. Various factors such as ease, convenience, social influence, and anxiety about the security of personal data have not been widely researched. For this reason, this study is expected to discover the factors of public acceptance of public service applications by further exploring the elements of user data privacy. This study uses the UTAUT framework, which is extended using variables related to Privacy Calculus Theory and regulatory variables. The study involved 616 respondents, and data analysis was carried out using the PLS-SEM method and SmartPLS4 as software for data analysts. The study results show that social influence influences public trust in applications. In addition, it was also found that most users tend to ignore privacy as long as they consider the benefits of using the application. However, privacy factors are predicted to become obstacles if the government does not properly anticipate them. Research also shows the significant influence of government regulations, so it is essential to have policies that protect user privacy.
