Abstract

Pengelolaan teknologi informasi (TI) yang efektif merupakan kebutuhan utama bagi perusahaan untuk mendukung tujuan strategis. Namun, tantangan seperti keterbatasan sumber daya manusia, resistensi terhadap perubahan, dan kurangnya prosedur formal sering menghambat optimalisasi tata kelola TI. Penelitian ini dilakukan di PT Telkom Landmark Tower dengan tujuan menyusun rekomendasi berbasis kerangka kerja COBIT untuk meningkatkan kapabilitas lima subdomain: Managed Organizational Change (BAI05), Managed Assets BAI09),Managed Programs (BAI01), Managed Quality (APO11), dan Managed Budget and Costs (APO06). Hasil analisis menunjukkan subdomain Managed Budget and Costs dan Managed Organizational Change memiliki tingkat penerimaan rekomendasi sebesar 100%, dengan kondisi as-is dan target to-be keduanya di level 4 untuk APO06 serta level 2 dan 3 untuk as-is dan to-be dari subdomain BAI05. Subdomain Managed Programs menunjukkan tingkat penerimaan rekomendasi 85,7% dengan kondisi as-is pada level 2 dan target to-be di level 3, Managed Quality memiliki tingkat penerimaan 100% dengan kondisi as-is di level 1 dan target to-be di level 2 dan Managed Assets 77,8%, dengan kondisi as-is di level 2 dan target to-be di level 3. Rekomendasi mencakup pengembangan SDM, pembentukan prosedur operasional yang terstruktur, penguatan kerangka kerja perubahan organisasi, pengelolaan aset yang lebih efektif, dan evaluasi berkelanjutan. Penelitian ini menghasilkan rekomendasi dan rencana aksi strategis yang diharapkan dapat menjembatani kesenjangan as-is dan to-be, mendukung perbaikan operasional, serta meningkatkan efisiensi dan daya saing perusahaan sesuai standar COBIT.

Effective information technology (IT) management is a critical necessity for companies to support their strategic objectives. However, challenges such as limited human resources, resistance to change, and the lack of formal procedures often hinder the optimization of IT governance. This study was conducted at PT Telkom Landmark Tower to developrecommendations based on the COBIT framework aimed at improving the capabilities of five subdomains: Managed Organizational Change (BAI05), Managed Assets (BAI09), Managed Programs (BAI01), Managed Quality (APO11), and Managed Budget and Costs (APO06).The analysis revealed that the Managed Budget and Costs and Managed Organizational Change subdomain achieved a 100% recommendation acceptance rate, with both as-is and to be conditions for APO06 at level 4 and level 2 for as-is condition and level 3 for to-be condition of BAI05. The Managed Programs subdomain had an 85.7% acceptance rate, with as-is conditions at level 2 and a to-be target at level . The Managed Quality subdomain achieved a 100% acceptance rate with as-is conditions at level 1 and a to-be target at level 2, while Managed Assets received a 77.8% acceptance rate with as-is conditions at level 2 and a to-be target at level 3.The recommendations include developing human resources, establishing structured operational procedures, strengthening the organizational change framework, optimizing asset management, and implementing continuous evaluation. This study produces strategic recommendations and action plans expected to bridge the gap between as-is and to-be conditions, supporting operational improvement and enhancing the efficiency and competitiveness of the company in alignment with COBIT standards
