Abstract

Penelitian ini fokus pada analisis perkembangan program inkubator early-stage startup (NextDev) dengan pendanaan melalui program Corporate Social Responsibility (CSR) Telkomsel. Tahap early-stage startup (Program NextDev) dipilih karena merupakan tahap penentu keberlanjutan startup digital di Indonesia dengan jumlah peminat terbanyak dibandingkan dengan program lainnya. Penelitian ini membahas perbaikan dan perkembangan setiap generasi program dengan melihat input, aktivitas, metodologi atau tools, dan output (luaran). Penelitian ini bertujuan untuk menentukan kriteria, menghitung bobot, dan memilih operasional program inkubasi terbaik pada program CSR NextDev Telkomsel. Selanjutnya, penelitian ini juga bertujuan untuk mengukur dan menganalisis laba sosial atas investasi serta merumuskan kerangka pelaksanaan program inkubasi early-stage startup digital. Penelitian ini mengadopsi action research dimana Peneliti berada di dalam sistem dan memiliki keterlibatan untuk memperbaiki sistem tersebut. Terdapat tiga siklus action research dari Program Inkubator NextDev Telkomsel, yaitu Generasi 1 (Season 5, 2019-2020), Generasi 2 (Season 6, 2020, 2021), dan Generasi 3 (Season 7, 2021, 2022). Setiap siklus program inkubator startup digital terdiri dari empat tahap yang dimulai dari perencanaan, pelaksanaan, evaluasi, dan refleksi. Pendekatan action research diintegrasikan dengan metodologi DMAIC (Define, Measure, Analyze, Improve, Control) agar siklus improvement terstruktur. Metode AHP dan TOPSIS merupakan metodologi utama yang diterapkan pada tahap Measure, Analyze, dan Improve. Dalam menjalankan operasional program NextDev yang efisien dan efektif, maka telah terpilih kandidat terbaik berdasarkan nilai preferensi tertinggi dengan mempertimbangkan kriteria terbobot, yaitu: Head Mentor A (0,865), Topik Kurikulum A (1,000), Mentor D (0,855), Pemateri A (0,725), Juri A (0,670), Kegiatan Talent Scouting D (1,000), Kegiatan Academy D (1,000), dan Kegiatan Summit D (1,000). Selain itu, nilai rasio SRoI dari 3 (tiga) generasi NextDev berfluktuasi (Generasi 1 = 1,33, Generasi 2 = 4,73, Generasi 3 = 1,35) yang dipengaruhi oleh berbagai faktor ketika pelaksanaan, tetapi nilai rasio SRoI seluruhnya di atas 1 (satu) atau layak. Pemetaan 3 (tiga) generasi NextDev dalam kerangka DMAIC menjadi lesson learned untuk merumuskan modifikasi framework DMAIC sebagai acuan inkubator dalam menyelenggarakan program inkubasi di Indonesia.

This study focuses on analyzing the development of the early-stage startup incubator program (NextDev), funded through Telkomsel's Corporate Social Responsibility (CSR) initiative. The early-stage startup phase in the program was chosen as it serves as a critical determinant for the sustainability of digital startups in Indonesia, attracting the highest number of participants compared to other programs. This research examines improvements and developments across program generations by evaluating inputs, activities, methodologies or tools, and outputs. The objectives of this research are to define criteria, calculate weights, and identify the best operational strategies for the the incubation program. Additionally, the study aims to measure and analyze the Social Return on Investment (SROI) and formulate a framework for implementing digital startup incubation programs at the early stage. The research adopts an action research approach, wherein the researcher is embedded within the system and authorized to intervene in its processes. There are three cycles of action research for the Telkomsel NextDev Incubator Program: Generation 1 (Season 5, 2019–2020), Generation 2 (Season 6, 2020–2021), and Generation 3 (Season 7, 2021–2022). Each cycle comprises four stages: planning, implementation, evaluation, and reflection. The action research approach is integrated with the DMAIC (Define, Measure, Analyze, Improve, Control) methodology to ensure a structured improvement cycle. The AHP and TOPSIS methods are the primary methodologies applied in the Measure, Analyze, and Improve stages. To ensure efficient and effective program operations, the study identifies the best candidates based on the highest preference values while considering weighted criteria: Head Mentor A (0.865), Curriculum Topic A (1.000), Mentor D (0.855), Trainer A (0.725), Judge A (0.670), Talent Scouting Activity D (1.000), Academy Activity D (1.000), and Summit Activity D (1.000). Furthermore, the SROI ratios for the three NextDev generations fluctuated (Generation 1 = 1.33, Generation 2 = 4.73, Generation 3 = 1.35) due to various implementation factors, but all ratios remained above 1, indicating feasibility. The mapping of the three NextDev generations within the DMAIC framework provides valuable lessons for refining the DMAIC framework as a reference for incubators conducting startup incubation programs in Indonesia.
