Abstract

Pulau Kangean memiliki potensi besar untuk pariwisata bahari, yang saat ini terbatas arena hanya mengandalkan transportasi laut. Penelitian ini fokus pada perencanaan lokasi dan sisi udara bandara baru untuk meningkatkan konektivitas dan membuka potensi ekonomi, sejalan dengan tujuan Sustainable Development Goals (SDGs), terutama poin 8 (Decent Work and Economic Growth), poin 9 (Industry, Innovation, and Infrastructure), dan poin 11 (Sustainable Cities and Communities). Penelitian ini menggunakan pendekatan kuantitatif untuk menganalisis dua lokasi bandara yang diusulkan berdasarkan data angin dan kriteria Kawasan Keselamatan Operasi Penerbangan (KKOP). Kelayakan dinilai menggunakan data angin selama lima tahun, dengan kriteria seperti kecepatan dan arah angin. Pergerakan pesawat dan permintaan penumpang diproyeksikan menggunakan data penumpang kapal dari pelabuhan terdekat dan data pergerakan penumpang dari Pulau Bawean, yang memiliki karakteristik geografis serupa. Dimensi fasilitas isi udara, termasuk landasan pacu, taxiway, dan apron, ditentukan dengan pedoman dari ICAO dan peraturan di Indonesia. Ketebalan perkerasan dihitung menggunakan perangkat lunak FAARFIELD untuk memastikan daya tahan dan standar keselamatan. Studi ini menyimpulkan bahwa lokasi yang dipilih memenuhi standar keselamatan dan operasional, dengan proyeksi pergerakan pesawat tahunan mencapai 271 dan jumlah penumpang diperkirakan 3.800 orang pada tahun 2044. Desain sisi udara mencakup landasan acu 700m x 18m dengan area belokan, taxiway selebar 10,5m yang diposisikan 600m dari ambang batas, dan apron berukuran 40m x 75m untuk tiga pesawat Cessna Grand Caravan EX 208B. Desain perkerasan menetapkan perkerasan fleksibel 381mm untuk landasan pacu dan taxiway, serta perkerasan kaku 381mm untuk apron. Pengembangan Bandara Kangean diharapkan dapat meningkatkan pariwisata, menstimulasi bisnis lokal, dan meningkatkan kualitas hidup masyarakat. Selain itu, inisiatif ini mendukung pencapaian SDGs melalui nfrastruktur berkelanjutan, penguatan ekonomi lokal, dan peningkatan kesejahteraan. Studi ini berfungsi sebagai referensi berharga untuk inisiatif pengembangan bandara di masa depan di Pulau Kangean.

Kangean Island holds significant potential for marine tourism, which is currently limited due to reliance solely on sea transportation. This study focuses on the planning of the location and airside of a new airport to enhance connectivity and unlock economic potential, aligning with the Sustainable Development Goals (SDGs), particularly Goal 8 (Decent Work and Economic Growth), Goal 9 (Industry, Innovation, and Infrastructure), and Goal 11 (Sustainable Cities and Communities). A quantitative approach was employed to analyze two proposed airport locations based on wind data and Obstacle Limitation Surfaces (OLS) criteria. Feasibility was assessed using five years of wind data, considering parameters such as wind speed and direction. Aircraft movements and future passenger demand were projected using ship passenger data from nearby ports and aircraft and ship movement data from Bawean Island, which shares similar geographical characteristics. Airside dimensions, including the runway, taiway, and apron, were determined following the guidelines of the International Civil Aviation Organization (ICAO) and applicable Indonesian regulations. Pavement thickness was calculated using FAARFIELD software to ensure durability and safety standards. The study concludes that the selected location meets safety and operational standards, with projected annual aircraft movements reaching 271 and passenger numbers estimated at 3,800 by 2044. The airside design includes a 700m x 18m runway with Turn Pads, a 10.5m-wide taxiway positioned 600m from the runway threshold, and a 40m x 75m apron accommodating three Cessna Grand Caravan EX 208B aircraft. Pavement design specifies a 381mm flexible pavement for the runway and taxiway and a 381mm rigid pavement for the apron. The development of Kangean Airport is expected to boost tourism, stimulate local businesses, and enhance the overall quality of life for the island's residents. Furthermore, this initiative supports the achievement of SDGs trough sustainable infrastructure development, economic empowerment, and community well-being. This study serves as a valuable reference for future airport development initiatives on Kangean Island.
