Abstract

Kemacetan merupakan sebuah permasalahan yang harus dihadapi oleh warga Surabaya. Salah satu contoh daerah rawan macet di Surabaya adalah di persimpangan Jalan Ahmad Yani, Jalan Wonokromo, dan Jalan St. Wonokromo. Ditambah adanya rencana pembangunan double track Sepanjang-Wonokromo membuat semakin memperpuruk laju lalu lintas karena jeda yang semakin banyak akibat melintasnya kereta api dari Sepanjang ke Wonokromo maupun dari Wonokromo ke arah Sepanjang. Salah satu solusi yang diusulkan adalah pembangunan uplikasi Flyover Mayangkara, yang bertujuan mengurangi kepadatan lalu lintas. Penelitian ini enggunakan beberapa tahapan metodologi, mulai dari identifikasi masalah, studi pustaka, hingga analisis ekonomi dan lalu lintas. Data primer dikumpulkan melalui survei lapangan yang meliputi volume lalu lintas, frekuensi penutupan pintu kereta api. Data sekunder mencakup geometri jalan, biaya pembangunan flyover, dan komponen biaya operasional kendaraan (BOK). Analisis lalu lintas eksisting dan setelah pembangunan duplikasi flyover dilakukan menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI) 2023. Peramalan pertumbuhan lalu lintas dilakukan hingga umur rencana 30 tahun, dan analisis ekonomi meliputi perhitungan NPV, BCR, EIRR, FYRR, serta analisis sensitivitas. Berdasarkan hasil perhitungan yang dilakukan, didapatkan Dj pada tahun 2026 (without project) yaitu 0,89 pada Wilayah I dari arah Utara dan 0,82 pada Wilayah II dari arah Selatan. Derajat kejenuhan akan menurun pada jalan eksisting setelah beroperasinya duplikasi flyover pada tahun 2026 sehingga Dj menjadi 0,30 pada Wilayah I dari arah Utara dan 0,33 pada Wilayah II dari arah Selatan. Berdasarkan hasil analisis kelayakan dari segi ekonomi akan didapatkan nilai Benefit Cost Ratio (BCR) = 3,28 > 1, Net Present Value (NPV) = Rp 716.309.462.537 > 0, Economic Internal Rate of Return (EIRR) = 24,512% > 5,85% (BI Rate), dan First Year Rate of Return (FYRR) = 17% > 5,85% (BI Rate). Sesuai persyaratan untuk analisis kelayak n ekonomi, rencana pembangunan duplikasi flyover Mayangkara yang dikaitkan dengan rencana double track Sepanjang Wonokromo dapat dikatakan layak.

Traffic congestion is a problem that residents of Surabaya must face. A notorious area for traffic congestion in Surabaya is the intersection of Jalan Ahmad Yani, Jalan Wonokromo, and Jalan St. Wonokromo. Additionally, the planned construction of Sepanjang-Wonokromo double-track railway will worsen traffic flow due to increased delays caused by the passage of trains between Sepanjang and Wonokromo. One proposed solution is the construction of a duplicate Mayangkara Flyover, aimed at reducing traffic congestion. This study involves several stages, including problem identification, literature review, and traffic and economic analysis. Primary data is collected through field surveys, which include traffic volume and train gate closure frequency. Secondary data covers road geometry, flyover construction costs, and vehicle operational cost components (BOK). Traffic analysis, both existing and postconstruction of the duplicate flyover, is conducted using the 2023 Indonesian Road Capacity Gui delines (PKJI). Traffic growth forecasts are made for a planning horizon of 30 years, and economic analysis includes calculations for NPV, BCR, EIRR, FYRR, and sensitivity analysis. Based on the calculations, the degree of saturation (Dj) in 2026 (without the project) is 0.89 for Area I from the North and 0.82 for Area II from the South. The degree of saturation will decrease on existing road after duplicate flyover is operational in 2026, with Dj values of 0.30 for Area I from the North and 0.33 for Area II from the South. The economic feasibility analysis yields a Benefit-Cost Ratio (BCR) = 3.28 > 1, Net Present Value (NPV) = Rp 716,309,462,537 > 0, Economic Internal Rate of Return (EIRR) = 24.512% > 5.85% (BI Rate), and First Year Rate of Return (FYRR) = 17% > 5.85% (BI Rate). In accordance with the requirements for economic feasibility analysis, the proposed duplicate Mayangkara Flyover, in connection with the Sepanjang-Wonokromo double-track plan, is deemed feasible.
