Abstract
Perusahaan Umum Daerah (Perumda) Air Minum Kota Palangka Raya memiliki kewenangan dalam pengelolaan dan pengembangan Sistem Penyediaan Air Minum (SPAM) untuk pemenuhan akses air minum masyarakat Kota Palangka Raya. Perumda Air Minum kota Palangka Raya memiliki beberapa permasalahan antara lain, tingginya Tingkat NRW yang mencapai 49,84% pada tahun 2023, serta tingginya biaya energi yang mencapai Rp. 463,00 / m3 dibanding biaya energi rata – rata nasional sebesar Rp. 363,45 / m3. Kondisi tersebut membuat Perumda Air Minum Kota Palangka Raya perlu melakukan upaya – upaya peningkatan efisiensi energi.
Tujuan dari penelitian ini adalah untuk menganalisis upaya – upaya peningkatan efisiensi energi di Perumda Air Minum Kota Palangka Raya. Upaya – upaya peningkatan efisiensi energi yang dilakukan antara lain dengan melakukan optimasi sistem perpipaan dan jaringannya. Dan pada penelitian ini upaya – upaya optimasi difokuskan di unit distribusi SPAM Pusat Kota Palangka Raya. Pertama menganalisis kondisi eksisting sistem perpompaan dan jaringan distribusi SPAM Pusat Kota Palangka Raya. Kemudian merumuskan upaya – upaya optimasi sistem perpompaan dan jaringan. Upaya – upaya tersebut dianalisis secara teknis, finansial maupun operasional. Analisis teknis menggunakan permodelan melalui aplikasi Epanet 2.2 dengan parameter yang diamati efisiensi pompa, Konsumsi Energi Spesifik (KES), biaya energi pompa dengan tetap memperhitungkan kondisi – kondisi Hidrolis. Analisis finansial menggunakan metode Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), Payback Period (PP) dan Laba Rugi. Analisis Operasional menggunakan metode SWOT.
Hasil dari penelitian yang sudah dilakukan adalah diperoleh upaya optimasi sistem perpompaan berupa penggantian pompa 5 yang kinerjanya sudah menurun dengan pompa baru dengan spesifikasi sama dan dilengkapi dengan VSD. Upaya optimasi tersebut memiliki nilai peningkatan efisiensi energi tertinggi dibandingkan dengan upaya – upaya lain, dan dinilai layak setelah dilakukan analisis secara teknis, finansial maupun operasional

Palangka Raya Regional Water Supply Company (Perumda) has the authority to manage and develop the Drinking Water Supply System (SPAM) to fulfill the water access for the Palangka Raya’s people. Palangka Raya Regional Water Supply Company (Perumda) faces several issues, including a high NRW (Non-Revenue Water) rate of 49.84% in 2023, and high energy costs reaching Rp. 463.00 / m3 compared to the national average energy cost of Rp. 363.45 / m3. These conditions necessitate Perumda Air Minum of Palangka Raya City to improve energy efficiency
The purpose of this research is to analyze the efforts to improve energy efficiency at Palangka Raya Regional Water Supply Company (Perumda). The energy efficiency improvement efforts include optimizing the pumping and piping system. In this research, the optimization efforts are focused on the distribution unit of the Drinking Water Supply System (SPAM) Palangka Raya city. First, the existing conditions of the pumping system and the piping system at distribution unit of the Drinking Water Supply System (SPAM) Palangka Raya city are analyzed. Then, optimization efforts for the pumping system and network are formulated. These efforts are analyzed technically, financially, and operationally. The technical analysis uses modeling through the Epanet 2.2 application with parameters observed including pump efficiency, Specific Energy Consumption (KES), pump energy costs while considering hydraulic conditions. The financial analysis uses methods such as Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), Payback Period (PP), and Profit Loss Method. The operational analysis uses the SWOT method.
The results of the research indicate that the selected optimization effort for the pumping system is the replacement of pump 5, whose performance has declined, with a new pump of the same specifications and equipped with a VSD (Variable Speed Drive). This optimization effort has the highest energy efficiency improvement value compared to other efforts and is considered feasible after technical, financial, and operational analysis.
