Abstract
Pembangunan infrastruktur transportasi berperan penting dalam mendukung pertumbuhan ekonomi dan kesejahteraan lingkungan, terutama dalam pembangunan jalan. Namun, jalan yang berpotongan dengan rel kereta api sering menyebabkan masalah lalu lintas, seperti yang terjadi di Jalan HOS Cokroaminoto, Kota Bojonegoro. Pemerintah Kabupaten Bojonegoro mengusulkan pembangunan flyover sebagai solusi jangka panjang untuk mengatasi permasalahan lalu lintas di area tersebut dan meningkatkan keselamatan serta efisiensi perjalanan. Sehingga diperlukan studi kelayakan lalu lintas dan ekonomi terkait pembangunan flyover pada perlintasan jalan raya dan rel kereta api di Jalan HOS Cokroaminoto Bojonegoro dengan membandingkan biaya pengguna jalan (User Cost), volume kendaraan, dan derajat kejenuhan (DJ) sebelum dan sesudah pembangunan flyover tersebut. Sementara itu, studi kelayakan ekonomi dievaluasi berdasarkan parameter BCR (rasio nilai manfaat sekarang dengan biaya) dan NPV (selisih nilai manfaat sekarang dengan biaya) dari konstruksi flyover ini. Analisis kelayakan flyover ini mengacu pada Pedoman Kapasitas Jalan Indonesia (PKJI). Metode yang digunakan untuk analisis biaya operasional kendaraan (BOK) adalah metode Clarkson H. Oglesby & R. Gary Hicks, Jasa Marga, dan ND Lea. dan pengumpulan data dilakukan melalui survei traffic counting ditinjau dari video CCTV yang didapatkan dari Dinas Perhubungan Kota Bojonegoro pada jalan eksisting. Selanjutnya dihitung volume lalu lintas forecasting yang kemudian dianalisis lalu lintas dengan Pedoman Kapasitas Jalan Indonesia 2023 (PKJI) dan analisis ekonomi. Hasil analisis lalu lintas tahun 2024 didapatkan nilai Derajat Kejenuhan (DJ) Jalan HOS Cokroaminoto 0,84 dan Jalan MT Haryono 0,70. Untuk kondisi after project semua kendaraan yang melintasi Jalan HOS Cokroaminoto dialihkan melewati Jalan Flyover dan dilakukan pelebaran Jalan MT Haryono sehingga derajat kejenuhan Jalan Flyover 0,26 dan Jalan MT Haryono 0,68. Analisis kelayakan ekonomi didapatkan penghematan biaya operasional kendaraan (BOK) selama 30 tahun sebesar Rp 23.936.121.235 dan nilai Benefit Cost Ratio (BCR) sebesar 4,70 (BCR > 1) serta Net Present Value (NPV) sebesar Rp 1.464.591.681.827 (NPV > 0). Berdasarkan hasil tersebut, pembangunan flyover pada perlintasan jalan raya dan rel kereta api di Jalan HOS Cokroaminoto dapat dikatakan layak secara lalu lintas dan ekonomi untuk dibangun.

The development of transportation infrastructure plays an important role in supporting economic growth and environmental well-being, especially in road construction. However, roads that intersect with railway tracks often cause traffic problems, as seen on HOS Cokroaminoto Street in Bojonegoro City. The Bojonegoro Regency Government has proposed the construction of a flyover as a long-term solution to address traffic issues in the area and improve safety and travel efficiency. Therefore, a traffic and economic feasibility study is needed for the construction of a flyover at the road and railway crossing on HOS Cokroaminoto Street in Bojonegoro, comparing user costs, vehicle volume, and the degree of saturation (DJ) before and after the flyover construction. Meanwhile, the economic feasibility study is evaluated based on the BCR (Benefit-Cost Ratio) and NPV (Net Present Value) parameters of the flyover construction. The feasibility analysis of the flyover refers to the Indonesian Road Capacity Guidelines (PKJI). The methods used for the operational cost analysis of vehicles (BOK) are the Clarkson H. Oglesby & R. Gary Hicks method, Jasa Marga, and ND Lea. Data collection is conducted through traffic counting surveys reviewed from CCTV footage obtained from the Bojonegoro City Transportation Agency at the existing road. The traffic volume is then forecasted, followed by traffic analysis using the 2023 Indonesian Road Capacity Guidelines (PKJI) and economic analysis. The 2024 traffic analysis shows a Degree of Saturation (DJ) of 0.84 on HOS Cokroaminoto Street and 0.70 on MT Haryono Street. For the after-project condition, all vehicles passing through HOS Cokroaminoto Street are diverted to the Flyover Road, and MT Haryono Street is widened, resulting in a Degree of Saturation (DJ)
of 0.26 on the Flyover Road and 0.68 on MT Haryono Street. The economic feasibility analysis reveals a savings of operational vehicle costs (BOK) over 30 years amounting to
Rp23.936.121.235, with a Benefit-Cost Ratio (BCR) of 4,70 (BCR > 1) and a Net Present Value (NPV) of Rp1.464.591.681.827 (NPV > 0). Based on these results, the construction of a flyover at the road and railway crossing on HOS Cokroaminoto Street is considered feasible in terms of both traffic and economic viability.
